1. The Imperial Japanese Government shall:
a. Submit to this headquarters within 10 days after receipt of this memorandum the name, rank, title, and the present location of the Chief of the Tokumu-Kikan and his principal assistants including all headquarters officers; this information to apply, in the case of each such official and officer, to the persons who held office at the time of the dissolution of the organization.
b. Prepare and submit to this headquarters by 30 November 1945 a comprehensive report in English describing in detail the organization, structure, functions, jurisdiction, channels of command, policies and methods of operation of the Tokumu-Kikan. The information requested is that which has application to the time of dissolution of the organization, but wherever information covering any earlier period is important for a proper understanding of the subject, such information is to be supplied. Six copies are requested.
(1) This report shall include but not be limited to the following:
(a) Overall organization chart together with a description of the structure of each subdivision.
(b) Statement describing the military, civil, judicial and administrative functions and activities of each subdivision.
(c) List of all officers in each subdivision indicating name, rank and title of official position arranged by region or foreign territory in which such personnel operated as of the termination of hostilities.
(d) Roster of all personnel (officers, non-commissioned officers and enlisted men) indicating name, rank, organization and address where such personnel may be contacted. (Indicate both permanent and temporary address).
(e) List of Japanese and foreign corporations, enterprises, societies, groups or individual persons both in Japan and overseas with which the Tokumu-Kikan cooperated or which the Tokumu-Kikan utilized for the collection of information or the dissemination of propaganda.
(f) Copies of all standing policies, instructions and orders issued by the Tokumu-Kikan headquarters.
(g) List of all laws, enactments, regulations and ordinances enforced by the Tokumu-Kikan.
(h) Explanation of the channels of command with particular reference to relationships with national, prefectural and municipal civil and police authorities, including officials of the Kempei-Tai, the Tonari-Gumi or Neighborhood Association, or any other organizations, business firms, societies and groups.
2. The above requests for information do not amend or supersede previous requests for information issued by this headquarters.
