MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Repatriation of Koreans from Japan.

1. Reference is made to radio this headquarters ZAX 7046 which directed that measures be instituted to limit and control entrance of Koreans seeking repatriation into Shimonoseki, Fukuoka, Senzaki and other areas of Kyushu and Southern Honshu until present congestion has been relieved.
2. This headquarters has been informed that Koreans are now crowding into the Kobe-Osaka-Nagoya area.
3. It is essential that the Japanese Government take immediate steps to restrict Koreans to areas in which they are now located until such time as present congestion in areas listed in paragraphs 1 and 2 above is relieved. An overall plan for repatriation of Koreans, listing ports of debarkation, and rates of flow through the ports will be issued in the next few days by this headquarters. Upon receipt of this plan will control movements of subject personnel in accordance therewith.
