MEMORANDUM FOR	JAPANESE GOVERNMENT.
SUBJECT	Operation of Japanese Weather Service.

1. The following memorandum for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, pertaining to the operation of the Japanese Weather Service is rescinded, effective 1 January 1950:

2. In accordance with provisions of SCAPIN 6494-A, AG 000.93 (26 Mar 49)GC-0, Subject, Direction of Japanese Civil Weather Service, 2 April 49, directives, pertaining to technical practices and procedures, will be issued by Commanding Officer, 2143d Air Weather Wing. Direct correspondence is authorized.
3. The Central Meteorological Observatory (CMO) is authorized to operate approximately one hundred-fifty (150) weather stations to provide a Weather Service for the Japanese Government. Weather Stations, to form a nucleus for this meteorological network, with the minimum services to be rendered by each, will be operated at the following selected locations:

All scheduled upper air observations taken will be transmitted. The supplementary letters after the code for service rendered indicate the followings:
C Coast sea water observations.
E Earth current observations.
L Land water observations.
M Oceanographic observations by local liners or weather ships.
P Silver plate pyrheliometer observations.
R Robitsch pyrheliometer observations.
S Simple seismograph observations.
T Tide gauge station.
W Weichert Seismograph observation.
4. In addition to the above stations, the CMO may select the locations and determine the additional services to be rendered, to complete this network. A report showing the stations to be operated, with services rendered, will be submitted to the Commanding Officer 2143d Air Weather Wing. Corrections to this report will be submitted when any change is made in the location or service rendered by any station.
5. Since the Supreme Commander for the Allied Powers has committed the Japanese Government to subscribe to the International Meteorological Organization, the services rendered by the weather stations listed in paragraphs 3 a 4 above will not be covered by procurement instrument.
6. The Central Meteorological Observatory is authorized the use of the following ships for supply and maintenance transportation to weather stations upon the approval of the Commanding Officer, 2143d Air Weather Wing
Ryofu-maru Yushio-maru Asashio-maru
Shumpu-maru Kuroshio-maru Oyashio-maru
7. Request for changes in service rendered or change in location of any station listed in paragraph 3, will be submitted, through the Commanding Officer, 2143d Air Weather Wing, to the Supreme Commander for the Allied Powers for final authorization.
8. The CMO is directed to maintain radio communication with the Ryukyuan Weather Service until such time as relieved of that responsibility by the Supreme Commander for the Allied Powers. Weather reports from the four stations of the Ryukyuan Weather Service listed below will be disseminated as directed by the Commanding Officer, 2143d Air Weather Wing:
