MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Price and Distribution Controls over Potatoes

1. Reference is memorandum for the Japanese Government, file AG 430 (13 Aug 49) ESS/PD, SCAPIN 2043, dated 9 September 1949, subject: Price and Distribution Controls over Potatoes.
2. That portion of the memorandum referred to in paragraph 1 which pertains to the elimination of price and distribution controls over sweet and white potatoes in 1950 is rescinded. The Japanese Government may, therefore, as of 1 December 1949, take steps considered necessary toward the relaxation of distribution and price controls over potatoes.
3. This action is not to be construed as lessening the need for controls over grains or for maximum effective utilization of indigenous foods.

1. Memorandum for the Japanese Government, file AG 430 (13 Aug 49) ESS/PD, SCAPIN 2043, dated 9 September 1949, subject: Price and Distribution Controls over Potatoes, permitted the Japanese Government to eliminate controls over potatoes in 1950. It is now considered necessary to advance the decontrol to 1 December 1949.
2. This action amends the decontrol date of SCAPIN 2043 mentioned in paragraph 1 above and permits the Japanese Government to decontrol the 1949 crop of potatoes after completion of 100% of the quota. Permission to decontrol on 1 December 1949 will greatly minimize the amount of spoilage and reduce fiscal expenditures of the Japanese Government.
