SUBJECT | Transfer of Foreign Seamen Beneficiary Funds to the Foreign Creditors' Yen Deposit Account. |
1. Reference is made to the following memoranda for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers:

b. File AG 260 (24 Nov 45)ESS/FI, SCAPIN 338, 24 November 1945, subject. "Pensions and Benefits"
c. File AG 130 (19 Jul 49)CPC/FP, SCAPIN 2030, 19 July 1949, subject, "Foreign Creditors' Yen Deposit Account."
2. Reference is also made to C. P. B. No.313, 17 March 1949, subject, "Unpaid Money to Korean and Foreign Seamen."
3. The Japanese Government is directed to effect the transfer and deposit of all funds, as set forth in paragraph 2 above, to the Foreign Creditors' Yen Deposit Account with Bank of Japan; subject transfer to be accompanied by a statement grouping the beneficiaries by nationalities and reflecting the name of beneficiaries and the amounts due. Any funds in addition to the above and in same category shall also be transferred and deposited under provisions of this memorandum. Transfer of any funds, however, subject to the provisions of reference 1b above, is not authorized.
