MEMORANDUM FOR	JAPANESE GOVERNMENT.
SUBJECT	Establishment and Operation of Radiotelegraph Circuit Between Osaka, Japan and Taipeh, Formosa.

1. Reference is made to memorandum fox the Japanese Government, file AG 675.3 (6 Nov 48)CCS, SCAPIN 1940, dated 6 November 1948, subject: Establishment and Operation of Radiotelegraph Circuit Between Osaka, Japan and Shanghai, China.
2. The Japanese Government, Ministry of Telecommunications, is authorized to establish and operate a radiotelegraph circuit between Osaka, Japan and Taipeh, Formosa. Effective upon receipt of this memorandum.
3. The radio terminal in Japan will be operated by the Ministry of Telecommunications on a forked circuit basis using the same transmitting frequencies authorized for use on the radiotelegraph circuit from Osaka to Hong Kong, and Osaka to Shanghai. The radio terminal in Formosa will be under the control of the Chinese Government Ministry of Telecommunications, which will coordinate the frequencies required for use from Formosa to Japan. The daily hours of operation of the Osaka-Taipeh circuit will be as mutually agreed upon between the administrations concerned.
4. All of the other provision of reference memorandum will apply in this instance.
5. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Telecommunications, regarding operating, accounting, and settlement procedures within the scope of this memorandum, is authorized.
