1. Reference the following memoranda for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers:

b. AG 004(23 Jun 46)ESS/AC, SCAPIN 1035, 23 June 1946, subject: Limitation of Activities of and Requiring of Reports from Kawaminami Industrial Company, Ltd., and Its Subsidiaries.
c. AG 004(29 Jun 46)ESS/AC, SCAPIN 1043, 29 June 1946, subject: Limitation of Activities of and Requiring of Reports from Japan Rolling-stock Manufacturing Company, Ltd., (Nippon Sharyo Seizo K. K.).

2. The following companies, whose activities have been limited and from whom reports have been required by the provisions of reference memoranda paragraphs 1a, b, c, and d, above, are hereby released from such limitations and are no longer required to make such reports:

2. The companies listed in the above memo were limited as to their activities and required to make certain reports, reference paragraphs 1a, b, c, and d, above, because they were second line subsidiaries of designated holding companies.
3. In compliance with Law No. 233 of 1946 the parent company, in all cases, transferred the stock it held in its subsidiaries to the HCLC. This prevented the holding company from dissipating the assets of its subsidiaries through management of the company. Since the HCLC has now disposed of these shares either to employees of the issuing company or to individuals having no connection with the parent company, none of the companies owns any stock in other companies, United Nations Nationals interests are not involved, and the companies are neither designated (Law No. 207) nor special accounting companies, there is no longer reason to limit their activities nor to require that they submit reports.
4. This is an administrative matter and no surveillance by the Eighth Army is required.
