SUBJECT | Revised Method of Handling Press Messages from Japan Destined to the United States, Hawaii and Manila. |
1. Reference is made to memoranda for the Japanese Government as follows:
a. File. AG 676.3 (1 Dec 45)CCS, SCAPIN 379, dated 1 December 1945, subject: Establishment of Sender Composition Message Service between the United States and Tokyo Area, as amended.
b. File AG311.22 (8 Jun 46)CCS, SCAPIN 1009, dated 8 June 1946, subject: Inauguration of EFM SCM, Private, Government and Press Message Service between Japan and the Hawaiian Islands.
c. File AG 311.3 (24 Sep 46)CCS, SCAPIN 1228, dated 24 September 1946, subject: Revised Plan for Receiving Payments Due American Carriers for Messages and Radiotelephone Calls Filed by United States Military and Accredits Civilian Personnel for Transmission to or Through the United State, its Territories and Possessions, Prepaid in Japan, as amended.
d. File AG 670.3 (27 May 47)CCS, SCAPIN 1707, dated 27 May 1947, subject: Establishment and Operation of Direct Telecommunications Circuits between Tokyo and Manila, as amended.
2. Effective 1 May 1949, press messages from Japan to the United States, Hawaii and Manila may be sent from Japan on a prepaid, or on a receiver-to-pay basis at the option of the sender. Concurrence of the administration of destination is requisite to the transmission of press messages with charges payable at destination.
3. Press messages incoming to Japan, originating in the United States, Hawaii or Manila, must be prepaid at the point of origin.
4. Direct communication between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications concerning matters within the scope of this memorandum is authorized.
