SUBJECT | Payment of Compensation to Employees of Closed Institutions |
1. The Ministry of Finance, the Ministry of Foreign Affairs and the Ministry of Home Affairs salaries of employees of the institutions closed pursuant to Memorandum AG 091.3 (30 Sep 45) ESS.
2. Persons entitled to such payments are those employees who have registered and the families military service, provided a member of the family has registered. No payments may be made to officials
3. The Ministries are authorized to certify such payments made pursuant to this Memorandum and the Closing of the Wartime Banks and Other Institutions, dated 4 October 1945, to the liquidator or other person to be placed in charge of each closed institution at a later date, and then make claim for reimbursement.

1. Until preparation of statements of condition, inventories and other information relating to institutions closed on 30 September 1945 has been completed, salaries to employees cannot be paid by these banks and companies.
2. By Supplemental Instruction No. 2 Relating to the Closing of the Wartime Banks and Other Institutions, dated 4 October 1945, the Ministry of Finance was authorized to pay the October salaries.
3. Certain of the institutions are under the supervision of the Ministries of Foreign Affairs and Home Affairs. Authority to make the payments is now granted to the three Ministries.
4. No concurrences are necessary.
