1. References are:
a. Directive 3, SCAPIN 47 from Office of the Supreme Commander for the Allied Powers, 22 September 1945, concerning establishment of economic, industrial and commerce controls.
b. Memorandum for Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 334 (3 Apr 45) ESS/IE, SCAPIN 854, 3 April 1946, subject: Board of Trade (Boeki Cho).
c. Memorandum for Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 383.7 (11 Dec 48) ESS/FIN, SCAPIN 1968, 2 February 1949, subject: Foreign Exchange Control Board.
2. The Japanese Government is directed to submit a plan for handling the import of materials into Japan to be purchased with the proceeds of Japanese exports.
3. The plan submitted under paragraph 2 above should cover the following points:
a. The preparation of an import program with proper justification indicating the materials and quantities programmed for import for each quarter of the Japanese Fiscal Year 1949-50.
b. The procedure for handling the issuance of import licenses.
c. The procedure and criteria whereby the Japanese Government will approve specific imports.

1. It is important to revise import procedures in order to give effect to the new Foreign Exchange Control Board.
2. Previous proposals of the Japanese Government with respect to changes in the import procedures were made without reference to the Exchange Control Board and it is, therefore, necessary to require resubmission of the proposal. The accompanying proposed SCAPIN requests such a proposal.
