1. Reference is made to memoranda for the Japanese Government as follows:

2. The Ministry of Communications is authorized to send and receive urgent private telegrams between Japan and any country admitting urgent private telegrams in accordance with the provisions of Article 55, paragraphs 457 to 461 inclusive of the International Telegraph Regulations, (Cairo Revision 1938), or subsequent internationally approved revisions thereto.
3. Revenue accruing to the Ministry of Communications and to other administrations, derived from admittance of urgent private telegrams, or acceptance of the same in transit at the double rate provided for in the above regulations, will be twice the normal amount accruing for fullrate telegrams or for CDE telegrams, whichever is applicable.
4. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications concerning matters within the scope of this memorandum is authorized.
