SUBJECT | Deviation Report on Employment of Japanese Civilian Guards and Firemen. |
1. Reference is made to letter from Central Liaison and Coordination Office, Tokyo, file No. C.L.C.O. No. 2694 (SPB No. 884) subject as above, dated 26 July 1948, which indicated violations of the provisions of SCAPIN 1872 in that guards and firemen were being provided by the Japanese Government without being covered by proper procurement instruments.
2. Reports from Occupation Force Commands indicate that all guards and firemen employed by them are now covered by procurement instruments.
3. In the event any guards of firemen are subsequently provided by the Japanese government to the occupation forces without the issuance of proper procurement instruments, it i▲ desired that an immediate report be made to the Supreme Commander for the Allied Powers.
4. The attention of the Japanese government is directed to SCAPIN 1796 of 8 October 1947 which is not in conflict with SCAPIN 1872 of 31 March 1948, but emphasizes to the Japanese government its responsibility for providing adequate police protection to occupation force houses as well as houses of its nationals. The occupation forces demand that protection as a normal function of government without the issuance of procurement demands.
