Return from Abroad of Commercial Quantities of Manufactured Articles for Repair and Return to Owner

Reference is memorandum for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 091. 31 (9 Aug 48) ESS/FTC, SCAPIN 1926/1, 19 November 1948, subject: Return from Abroad of Commercial Quantities of Manufactured Articles for Repair and Return to Owner. Paragraph 5. b. is deleted and the following substituted therefor:
"5. b. That for return by international mail of unsealed packages
(1) ' Registration is not possible for packages whose length, breadth and thickness combined exceed 36 inches, and whose weight is in excess of two (2) pounds, three (3) ounces;
(2) Weight limit will be according to the Universal Postal Union Parcel Post Agreement and/or applicable agreement, but not exceeding twenty-two (22) pounds per parcel;
(3) Prohibited articles are listed in Article 16 of the Universal Postal Union Parcel Post Agreement."

1. Errors in quoting postal regulations were noticed by CCS after SCAPIN 1926/1 was issued, and notification was made to ESS/FTC on 26 November 1948.
2. Concurrence of CCS previously had been obtained for issuance of SCAPIN 1926/1.
3. No surveillance by Eighth Army required.
