MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Restrictions on Transit Traffic Transmitted over Japanese-European Circuits.

1. Effective 1 August 1948, prepaid message traffic from Japan, transmitted over the radiotelegraph circuits terminating at Paris, Geneva, Stockholm and Moscow is restricted to messages destined to France, Switzerland, Sweden and Russia respectively, or to any territories, possessions or dependencies under the respective administrative control of those countries.
2. Messages from Japan, routed via Paris, Geneva, Stockholm or Moscow, destined to contiguous or other countries may be transmitted on a receiver-to-pay basis, subject to concurrence of the connecting telegraph administration and to prior arrangement between the Japanese Ministry of Communications and the telegraph administration of the country of destination.
3. There are no restrictions applicable to prepaid messages incoming to Japan from contiguous or other countries, received over the subject circuits.
4. Direct communication between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications concerning matters within the scope of this memorandum is authorized.

SUBJECT: Information of General Application Pertaining to Directive Number SCAPIN 1922, file AG 311.23 (27 Jul 48) CCS, this Headquarters, dated 27 July 1948, subject: Restrictions on Transit Traffic transmitted over Japanese-European Circuits
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. Present arrangements permit all classes of messages, except press and government messages, with charges prepaid in Japanese yen, to be sent from Japan over direct radiotelegraph circuits connecting Japan with France, Switzerland, Sweden and Russia. Messages terminal to these countries as well as messages destined to contiguous and other countries may be sent from Japan over the subject circuits.
3. The radiotelegraph circuits connecting Japan with the subject countries presently operate on an no settlement basis because Japanese yen has no established value in terms of foreign exchange, hence cannot be used to purchase exchange with which to settle balances unfavorable to Japan.
4. Special arrangements have been made to handle messages between Japan and the areas contiguous to the terminal countries over radiotelegraph circuits connecting Japan with the United States and with the British Commonwealth. Settlement procedures in effect over these routes will permit the payment in foreign exchange, of balances due foreign telegraph administrations.
5. The subject memorandum accomplishes the following:
a. Restricts prepaid message traffic from Japan over the circuits terminating in France, Switzerland, Sweden and Russia to the country of terminal, its territories, possessions or dependencies.
b. Permits the transmission of messages from Japan in transit via Paris, Geneva, Stockholm or Moscow on a receiver-to-pay, prior arrangement basis.
