SUBJECT | Removal of Taisei Woolen and Worsted Textile Manufacturing Company, Ltd (Taisei Keori K.K.). from the Schedule of Restricted Concerns |
1. Reference the following memoranda for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers:
a. AG 004 (8 Dec 45) ESS/AC, SCAPIN 403, 8 December 1945, subject: Establishment of a Schedule of Restricted Concerns.
b. AG 004 (8 Jun 46) ESS/AC, SCAPIN 1004, 8 Jun 1946, subj: Addition of Certain Textile Companies to Schedule of Restricted Concerns.
2. Taisei Woolen and Worsted Textile Manufacturing Company, Ltd (Taisei Keori K.K.), added to the Schedule of Restricted Concerns by reference memorandum paragraph 1b above, is hereby removed from the Schedule of Restricted Concerns, reference memorandum para 1a above.

1. References are:
a. Ministry of Finance Transmittal No. 1496/1237 (FI/RC), 14 June 1948, which forwards application of Taisei Woolen and Worsted Textile Company, Ltd, for removal from the Schedule of Restricted Concerns.
b. SCAP Memorandum AG 004 (8 Dec 45) ESS/AG, SCAPIN 403, subject: "Establishment of a Schedule of Restricted Concerns."
2. Taisei Woolen and Worsted Textile Manufacturing Company, Ltd, (Taisei Keori K. K.) was added to the Schedule of Restricted Concerns, reference paragraph 1b, above, because it was a first line subsidiary of a designated holding company.
3. Taisei Woolen and Worsted Textile Manufacturing Company, Ltd, is listed as a subsidiary of Japan Woolen Textile Company, Ltd, which held 3,980 shares (55%) of its stock and was restricted on 8 June 1946.
4. In compliance with Law No. 233 of 1946 the parent company transferred the stock it held in its subsidiary to the Holding Company Liquidation Commission. This prevented the holding company from dissipating the assets of its subsidiary through management of the company. Since HCLC has now disposed of these stocks to employees of the issuing company, the company owns no stock in other companies, United Nations Nationals' interests are not involved, and the company is neither designated (Law No. 207) nor a special accounting company, there is no reason for it to remain on the Schedule of Restricted Concerns.
5. This is an administrative matter and no surveillance by the Eighth Army is required.
6. The interests of USAFIK are not concerned.
