MEMORANDUM FOR

JAPANESE GOVERNMENT.

THROUGH

SUBJECT

International Postal Service.

1. Reference is made to Memorandum for the Japanese Government, file AG 311.1(28 May 48)CCS, SCAPIN 1900, dated 28 May 1948, subject same as above, as amended.
2. Effective 1 February 1949, the mailing of parcels containing the ashes of deceased persons under the classification of "parcel post," to and from Japan, is authorized subject to the provisions and limitations of the Universal Postal Union Parcel Post Agreement of Paris, 5 July 1947, and/or bilateral parcel post agreements, and the following regulatory provisions:
a. Ashes must be packed in metal containers sealed so that none of the contents will sift out, and inclosed in substantial containers of double-faced corrugated cardboard, thick cardboard, fiber-board, or strong wood at least one-half inch thick.
b. Parcels must be presented for mailing at office of origin by a licensed crematory or licensed mortuary. The outside wrapper of the parcel must bear the indorsement "Ashes of a Deceased Person." There must be inclosed within the outside wrapper, but outside the metal container, a certified copy of the death certificate of the deceased person and a statement or certificate of the crematory or mortuary to the effect that the ashes are known to be those of the person named in the death certificate.
c. Parcels will be subject to customs examination, and to a customs clearance charge at the time of delivery, but will be passed free of customs duty.
