MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Payment of Expenses of Non-Military Personnel Called by the Civil Property Custodian.

1. Reference is made to the following:
a. Central Liaison and Coordination Office Letter, CLCO No. 467(SS), subject, "Travelling Expenses for Japanese Nationals Called by the Civil Property Custodian," dated 19 February 1949.
b. Supreme Commander for the Allied Powers' Memorandum for the Japanese Government, AG 400.12 (31 Mar 48)CE-GD, SCAPIN 1872, subject, "Expenditures From Funds Appropriated for Occupation Force Requirements," dated 31 March 1948.
c. Central Liaison and Coordination Office Letter CLCO 3197 (3WC), subject, "Travelling Expenses for Designated Individuals," dated 10 September 1948.
d. Supreme Commander for the Allied Powers' Memorandum for the Japanese Government, file AG 248 (31 Mar 48)GD, SCAPIN 1872/6, subject, "Payment of Non-Military Witnesses Called by the Occupation Forces," dated 28 December 1948.
2. The recovery of looted property is a responsibility of the Japanese Government in carrying out the terms of the surrender. Accordingly, the provisions of paragraph 8, reference 1b, govern payments to non-military personnel summoned by the Civil Property Custodian in connection with the recovery of looted property.
3. No procurement instrument will be issued for the services required in the execution of this directive, nor will any portion of the costs incurred be authorized for payment from funds appropriated for support of the Occupation Forces.
