MEMORANDUM FOR	JAPANESE GOVERNMENT.
SUBJECT	Interpretation and Implementation of Policy Concerning the Elimination of Control Associations.

1. Reference Memorandum for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 004 (16 Feb 48) ESS/AC, SCAPIN 1860, 16 February 1948, subject: Interpretation and Implementation of Policy Concerning the Elimination of Control Associations.
2. So much of paragraph 3a, b and d of reference 1, above, which requires the Japanese Government to issue instructions to the prefectural governors to submit lists of control associations to the Prefectural Civil Affairs Teams is rescinded upon the submission by prefectural governors of a final list on or before 31 July 1949, and the prefectural governors may discontinue any further submission of such lists thereafter.
