MEMORANDUM FOR

JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Establishment of Optional Deposit Plan for Payment of Charges for International Telegrams.

1. Effective upon receipt of this memorandum the Ministry of Communications will establish an optional procedure deposit system for payment of charges for international telegram in accordance with the following plan:
a. Applicants desiring to utilize this plan will deposit with the Ministry of Communications at the Tokyo Central Telegraph office a sum in Military Payment Certificates, Foreign Trade Payment Certificates, British Armed Forces Special Vouchers or Japanese Yen, deemed sufficient to offset the charges for their international telegrams for one month.
b. The Ministry of Communications will supply to each depositor a deposit book for each kind of currency deposited and will enter in the credit column of each book the amount and kind of currency on deposit to the credit of the depositor.
c. The Ministry of Communications will maintain suitable deposit ledger or ledgers at the Tokyo Central Telegraph Office upon which will be entered the filing date, number, office of destination and the charges for each international telegram filed under this plan and which will reflect the balance on deposit to the credit of each depositor after deduction of the charges for all telegrams filed during each calendar day.
d. All telegrams filed under this payment plan will be accompanied by the appropriate deposit book in which the accepting office will enter the date, number, office of destination, charges and balance on deposit after deducting the charges for the message or messages filed.
e. The Ministry of Communications will maintain a separate depository for the sums deposited under this plan and will withdraw from this depository at the close of each day the necessary funds to cover the charges for messages filed by depositors during the day.
f. The transactions involving the implementation of this optional deposit plan and the ledger or ledgers maintained in connection therewith will be subject to inspection at all times by representatives of the General.
Accounting Section, General Headquarters, Supreme Commander for the Allied Powers and the Financial Advisor to the General Officer Commanding, British Commonwealth Occupation Force.
g. Depositor availing themselves of this payment plan will arrange to deposit, on a monthly basis, sufficient funds in appropriate currencies to meet their anticipated needs during the ensuing month.
h. Depositors desiring to discontinue utilization of this plan may withdraw all funds on deposit to their credit upon surrender of their deposit books.
2. Direct communication between the Civil Communications Section and the General Accounting Section, General Headquarters, Supreme Commander for the Allied Powers or the Transfer Agent for British Commonwealth Telecommunications Funds, and the Ministry of Communications is authorized concerning matters within the scope of this memorandum.

SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN 1851) file AG 311.22 (22 Jan 48) CCS, this Headquarters, dated 22 January 1948, subject: Establishment of Optional Deposit Plan for Payment of Charges for International Telegrams
1. With reference to the subject memorandum, the following is published for the information of all concerned.
2. Charge account procedure with provision for paying monthly the charges for prepaid messages filed during the month upon receipt of invoices from the Ministry of Communications has never been available to business firms or the general public in Japan.
3. The deposit system plan, described in the subject directive, under witch cash deposits are made from which the charges for messages filed during the month are deducted was in general use throughout Japan before the war. This system has certain advantages over the charge account system employed by telegraph companies in the United States in that it eliminates collection procedures and avoids accumulation of uncollectable accounts.
4. In order to foster expansion of foreign trade with Japan it is essential that some procedure for payment monthly of the charges for messages sent during the month be established.
5. The subject memorandum accomplishes this purpose by directing the Ministry of Communications to establish on an optional basis the deposit plan system which was in effect in Japan before the war.
