MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Japanese Overseas Radiotelephone Service.

1. Reference is made to Memorandum for the Japanese Government file AG 311.3 (6 Dec 47)CCS SCAPIN 1830 dated 6 December 1947, subject: Japanese Overseas Radiotelephone Service, as amended.
2. Radiotelephone calls between Japan and the points listed in inclosure 1 attached hereto, via the United States, are authorized, effective 1 March 1948, subject to the following terms and conditions:
a. The provisions of paragraph 2 of SCAPIN 1830/1 applicable to calls from Japan to Canada, Cuba, and Mexico, will apply equally to calls from Japan to the points listed in inclosure 1 of this memorandum, effective 1 March 1948.
b. The provisions of paragraphs 3c and 3d of SCAPIN 1830/1, applicable to calls from the United States, Hawaii, Canada, Cuba, and Mexico to Japan, will apply equally to calls to Japan from the points listed in inclosure 1 of this memorandum, effective 1 March 1948.
3. Rates and division of revenue for the service herein authorized are shown in inclosure 1.
4. Collect calls from any person or organization in Japan to Hawaii are authorized effective 15 March 1948.
5. Routine operating practices, including rules and procedures governing placing, acceptance, and routing of calls incoming to Japan will be as directed by the Commanding General, Eighth Army.
6. Direct communication between the Civil Communications Section or the General Accounting Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications, regarding operating and accounting procedures within the scope of this memorandum, is authorized.

RATE AND DIVISION OF REVENUE FOR RADIOTELEPHONE SERVICE BETWEEN JAPAN AND OTHER COUNTRIES VIA THE UNITED STATES
The rate for each minute or fraction thereof of overtime will be on-third of the above Initial Period Rates and one-third of the above amounts under Division of Revenue will accrue to each carrier.
The report charge will be $.75 and will be divided in the same manner as the revenue remaining after deductions for extension hauls.
(*) When deductions for extension hauls are applicable in the United States the amount of the deduction is includes in the AT&T share.
(**) ALASKA:
Area I. Annette, Douglas, Edna Bay, Gustavus, Haines, Hawk Inlet, Juneau, Ketchikan, Metlalahtla, Sitka, Skagway, Thane, and View Cove.
Area II. Anchorage, Big Delta, Cathedral Bluffs, Elemdorf Firld, Fairbanks, Fort Richardson, Kodiak, Northway, Pederson Point, Scotty Creek Lodge, Seward, and Whittier.
Area III. Adak and Nome.
(***) BAHAMAS:
Extension haul deductions of $.75 weekday and $.60 Sunday apply for service with Islands other than New Providence or Hog.
