SUBJECT | Provision of Payment for Press and Government Messages Circulating between Japan and Europe. |
1. Effective 1 December 1947 the following provisions will apply to press and government messages circulating over the direct circuits between Japan and Sweden, Japan and Switzerland and Japan and Russia.
a. Press and government messages sent from Japan must be forwarded collect.
b. Press and government messages to Japan received over the subject circuits must be prepaid.
2. The Ministry of Communications will not accept press or government messages not in conformity with the provisions contained in 1a and 1b above.
3. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications, concerning matters within the scope of this memorandum is authorized.

MEMORANDUM
SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN 1823), file AG 311.23 (19 Nov 47) CCS, this Headquarters, dated 19 Nov 47, subject: Provision of Payment for Press and Government Messages Circulating between Japan and Europe
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. Radiotelegraph circuits between Japan and Sweden and Japan and Switzerland were uninterrupted during the war. The radiotelegraph circuit between Japan and Russia was interrupted for only a short period and was found to be operating when the Occupation Forces entered Japan. These circuit were ordered to be continued in operation by the provisions of paragraph 15b of SCAPIN 2 dated 3 September 1945.
3. Present arrangements permit press and government messages to be sent prepaid from Japan and collect into Japan over the subject circuits. This condition, when applied, is unfavorable to Japan's economy and foreign exchange position since it results in payment for such messages being made in Japanese yen currency.
4. The sending of press and government messages collect from Japan and prepaid into Japan over the subject circuits will result in foreign exchange credits for Japan in the amount of the Japanese proportion of the charges collected for such messages in the countries where the foreign terminals are located. Such arrangements have already been effected on other circuits from Japan where Japanese yen currency is employed as the medium for payment of telegraph charges.
5. The subject memorandum requires all press and government messages to be sent collect from Japan and prepaid into Japan over the circuits with Sweden, Switzerland, and Russia.
