SUBJECT | Operation of Great Northern Telegraph Company Cable Station and Facilities at Nagasaki. |
1. The Great Northern Telegraph Company, Ltd., is licensed to engage in the business of transmitting international telegraph communications by submarine cable into, through and from Japan.
2. Control, operation, and maintenance of the Nagasaki cable station and associate facilities and maintenance of four (4) submarine cables connecting thereto within the zone south of latitude 33° 20' N and east of longitude 128° 10' E will be the exclusive responsibility of the Japanese Government generally in accordance with the terms of the license issued by the Japanese Government to the Great Northern Telegraph Company, Ltd., in May 1940 and such arrangements resulting therefrom as have been or may be approved by General Headquarters, Supreme Commander for the Allied Powers.
3. Communications transmitted into, through, and from the Nagasaki cable station will be subject to procedures and controls as directed by General Headquarters, Supreme Commander for the Allied Powers.
4. Direct communication between Civil Communications section or other staff sections of General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications, concerning matters within the scope of this memorandum, is authorized.

MEMORANDUM:
SUBJECT: Information of General Application Pertaining to Directive Number(SCAPIN 1811), file AG 676.3 (3 Nov 47) CCS, this Headquarters, dated 3 November 1947, subject: Operation of Great Northern Telegraph Company Cable Station and Facilities at Nagasaki
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. The Great Northern Telegraph Company, Ltd., is licensed to reopen their cable station at Nagasaki for the purpose of transmitting messages into, through, and from Japan. This cable station and associated facilities will be operated by the Japanese Government within the area designated in paragraph 2 of subject memorandum.
3. The Nagasaki cable station is connected by two (2) cables to Shanghai and two (2) cables to Vladivostok and through to continental Europe.
4. Schedules of rates of messages handled, procedures for payment, and division of payment will be approved by General Headquarters, Supreme Commander for the Allied Powers.
5. The Great Northern Telegraph Company, Ltd., is authorized to import at its own expense such technical equipment and other materials as are necessary to rehabilitate and maintain the Nagasaki cable station in proper operating condition.
6. The Great Northern Telegraph Company, Ltd., is authorized to contract in Japan insofar as necessary to the conduct of the business for which this license is granted, with governments, individuals, agencies, firms, partnerships, companies, and corporations, whether or not of Japanese nationality, for the following purposes.
a. The transmission of international telegraphic communications by submarine cable into, through, and from Japan.
b. The employment of personnel.
c. Subject of specific application to and approval by the Supreme Commander for the Allied Powers, the leasing of real estate and buildings for:
(1) Office accommodations.
(2) Housing of personnel.
(3) The establishment of other necessary facilities (approval of such leases will be subject to revocation at any time by the Supreme Commander for the Allied Powers should any property leased licensee be necessary for use of the Occupation Forces)
d. Utilities.
e. The purchase of furniture and equipment for offices and houses used by licensee.
f. Subject to specific application to and approval by the Supreme Commander for the Allied Powers, the construction of necessary facilities.
7. Contracts, other than those for the transmission of international telegraphic communications by submarine cable into, through, and from Japan, the performance of which may take place in whole or in part in any country other than Japan, shall not be entered into with any person, firm, or agency in Japan, except with the express approval of the Supreme Commander for the Allied Powers.
8. Contacts involving Japanese goods and services declared critical to the Japanese economy by the Supreme Commander for the Allied Powers shall not be entered into by licensee except with the express approval of the Supreme Commander for the Allied Powers.
9. Contracts entered into by the Great Northern Telegraph Company, Ltd. The performance of which will take place in Japan, shall be expressed in, and all payments shall be made in Japanese yen except with the express approval of the Supreme Commander for the Allied Powers.
10. The Great Northern Telegraph Company, Ltd., will not engage in any business or conduct any operations in Japan not necessary and incidental to the transmission of international telegraphic communications by submarine cable into, through, and from Japan.
11. Logistic support from United States Army services will be extended to the Great Northern Telegraph Company, Ltd., only in case of emergency Personnel of the Great Northern Telegraph Company, Ltd., may obtain subsistence from Japanese food or other food imported by agencies other than the United States Army.
12. The Occupation Forces will extend the necessary surveillance to insure the compliance of the Ministry of Communications with the reference memorandum.
