2. Effective 8 September 1947, all requests for registration of code addresses for delivery of messages in Japan will be received by the Ministry of Communications or its agents directly from the applicants. The Ministry of Communications, after taking due care to avoid any duplications, will cause such code addresses, together with any special delivery instructions as may be received, to be registered for the delivery of messages in accordance with applications received. Code addresses may be accepted for registration by the Ministry of Communications or its agents in any city in Japan that is listed in the official nomenclature of telegraph offices of the world issued by the Berne Bureau of the International Telecommunications Union.
3. Code addresses may be registered for a period of six (6) months or for one (1) year. The Ministry of Communications will assess a service charge, payable in advance in Japanese yen, of ¥ 30.00 for each code address registered for each six (6) month period, and ¥ 60.00 for each code address registered for each one (1) year period. All registrations of code addresses not renewed within thirty (30) days after the end of the period for which they are registered will automatically expire.
4. Charges for the registration of any code address will also entitle the registrant to specific delivery instructions for that particular code address, in accordance with arrangements made between the registrant and the Ministry of Communications, in conformity with the provisions contained in reference 1m.
5. All code addresses now authorized by the Supreme Commander for the Allied Powers, in accordance with reference 1a to 1o, inclusive, will expire at 0001 hours, 1 November 1947, and must be renewed on or before that date to continue in effect. The Ministry of Communications will take steps to notify all persons or organizations concerned, of the provisions contained in this memorandum, well in advance of the above expiration date.
6. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications, concerning matters within the scope of this memorandum, is authorized.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1772), file AG 311.23 (10 Sep 47)CCS, this Headquarters, dated 10 September 1947 subject: Registering of Code Addresses
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. Heretofore registration of each individual code address has required authorization of the Supreme Commander for the Allied Powers and has necessitated a separate directive in each case.
3. The subject memorandum authorizes the Ministry of Communications to accept applications for code addresses from persons or organizations desiring such service, and to make necessary arrangements for the registration of the code address plus any special delivery instructions desired by the applicant.
4. The nominal service charge to be assessed is in accordance with common practice of other administrations throughout the world.
5. The procedure for handling registration of code addresses is a routine matter with which the Ministry of Communications is thoroughly familiar.
6. Surveillance by the Occupation Forces will be required to assure proper compliance with the provisions of the subject memorandum.
