MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Relaxation of International Telecommunications Restrictions.

1. Reference is made to memorandum for the Japanese Government, file AG 311 (9 Sep 47) CCS, SCAPIN 1771, dated 9 September 1947, subject same as above, as amended.
2. Effective immediately, paragraph 7a (1) (a) of SCAPIN 1771 is amended to read as follows:
Incoming messages, relating to outpayments in Japan, of currency other than Japanese yen, or exchange acceptable to the Supreme Commander for the Allied Powers, currently United States dollars and English pounds sterling, and all outgoing messages relating to money transfers, unless transmitted through authorized banks.
3. Direct communication between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Telecommunications, within the scope of this memorandum, is authorized.
