MEMORANDUM FOR	JAPANESE GOVERNMENT.
SUBJECT	Relaxation of International Telecommunications Restrictions.

1. Reference is made to memorandum for the Japanese Government, file AG 311 (9 Sep 47)CCS, SCAPIN 1771, dated 9 September 1947, subject as above, as amended.
2. Reference memorandum is amended by the deletion of the words "patents or" from paragraph 7a(1)(d).
3. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications, within the scope of this memorandum, is authorized.
