MEMORANDUM FOR

SUBJECT

Use of Foreign Trade Payment Certificates by Private Commercial Representatives in Japan.

1. Reference is made to:
a. Memorandum for the Japanese Government, file AG 311.3 (24 Sep 46)CCS (SCAPIN 1228), dated 24 September 1946, subject: Revised Plan for Receiving Payments Due American Carriers for Messages and Radiotelephone Calls Filed by United States Military and Accredited Civilian Personnel for Transmission to or through the United States, its Territories and Possessions, Prepaid in Japan.
b. Memorandum for the Japanese Government, file AG 676.3 (27 May 47)CCS, (SCAPIN 1707), dated 27 May 1947, subject: Establishment and Operation of Direct Telecommunications Circuits Between Tokyo and Manila.
2. Private commercial representatives, hereinafter referred to as "Commercial Entrants", are not authorized to possess and use United States, Military Payment Certificates.
3. In lieu of United States Military Payment Certificates, Commercial Entrants will be provided with and use special type payment certificates which will be known as Foreign Trade Payment Certificates. These certificates will be issued in United States currency denominations of $.05, $.10, $.25, $.50, $1.00, and $5.00 only.
4. Acceptance offices of the Ministry of Communications whore private messages may be filed for transmission to any foreign country or countries to which United States dollar rates apply, and transpacific telephone service office in Tokyo, Yokohama and elsewhere in Japan, where telephone calls from Japan to the United States may be made, are authorized to accept from Commercial Entrants, Foreign Trade Payment Certificates in Payment for private messages and transpacific radiotelephone calls from Japan to all countries and places to which such service is authorized and to which United States dollar rates apply.
5. The Ministry of Communications will handle Foreign Trade Payment Certificates in the same manner as United States Military Payment Certificates.
6. Foreign Trade Payment Certificates received by the Ministry of Communications in payment for telecommunications service will be deposited by the Ministry in the National City Bank, Tokyo. The National City Bank will credit the Ministry's accounts, in United States Military Payment Certificates, with the exact amount deposited in Foreign Trade Payment Certificates.
7. United States Military Payment Certificates will not be used for change-making purposes in transactions involving use of Foreign Trade Payment Certificates.
8. SCM acceptance offices and transpacific telephone service offices are authorized to retain for change-making purposes, Foreign Trade Payment Certificates in one-half the amount authorized for such purposes in United States Military Payment Certificates.
9. The Ministry will require that payment in Foreign Trade Payment Certificates for telecommunications services be in exact change until sufficient currency of this type has been accumulated for change-making purposes.
10. Direct communications between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications regarding operating and accounting procedures within the scope of this memorandum, are authorized.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1766), file AG 122.1 (25 Aug 47)CCS, this Headquarters, dated 25 August 1947 subject: Use of Foreign Trade Payment Certificates by Private Commercial Representative in Japan
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. Private commercial representatives known as "Commercial Entrants" entering Japan are not authorized to possess or use United States Military Payment Certificates. Arrangements have been made for them to purchase and use special type payment certificates in amounts necessary to meet their personal expenses.
3. The subject memorandum convey to the Ministry of Communications the information set forth in paragraph 2 above and describes the special type payment certificates, known as "Foreign Trade Payment Certificates." It also authorizes the Ministry of Communications to accept Foreign Trade Payment Certificates from Commercial Entrants in Payment of the charges for telecommunications services to all points from Japan to which U. S. dollar rates apply.
4. The subject memorandum instructs the Ministry of Communications in the handling of Foreign Trade Payment Certificates, outlines how the Ministry of Communications will receive Military Payment Certificate credits for Foreign Trade Payment Certificates deposited and stipulates the amounts in Foreign Trade Payment Certificates that may be retained at the Ministry of Communications acceptance offices for change-making purposes.
5. Surveillance by the Occupation Forces will be required to insure proper handling, routing, delivery and charging for the messages handled in accordance with the reference SCAPIN.
