MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Expansion of Radiotelegraph Service Between Japan and British Commonwealth Areas, Via Osaka-Colombo Circuit

1. Reference is made to memoranda for the Japanese Government, as follows:
a. File AG 311.23 (12 Aug 47)CCS, (SCAPIN 1762), dated 12 August I947, subject: Osaka-Colombo Radiotelegraph Circuit.
b. File AG 311.23 (20 Aug 47)CCS, (SCAPIN 1765), dated 20 August 1947 subject: Expansion of Radiotelegraph Service Between Japan and British Commonwealth Areas.
c. File AG 311.23 (11 Sept 47)CCS, (SCAPIN 1765/1), dated 11 September 1947, subject: Expansion of Radiotelegraph Service Between Japan and British Commonwealth Areas.
2. At 0001 hours, 1 October 1947, the following modifications will be effective.
a. Press rates and division of revenue, pertaining to Australia, Ceylon, India, Malaya, New Zealand and South Africa, via the Osaka-Colombo radiotelegraph circuit, shown on pages 1 and 2 Inclosure 2 of reference 1a above, are rescinded. The through rates and divisions of revenue shown in Inclosure 2 of this memorandum are substituted lieu thereof.
b. The division of press rates applicable to Hong Kong radiotelegraph traffic via the Osaka-Colombo circuit, shown in paragraph 4 of reference 1c above is hereby rescinded and replaced by the amended rate schedule shown in Inclosure 2 of this memorandum.
3. Effective at 0001 hours, 1 October 1947, the Japanese Government is directed to expand the radiotelegraph service between Japan and British Commonwealth areas to include private, press and government messages between Japan and Canada.
4. Private messages with prepaid reply (RP) from Canada to Japan addressed to non-accredited organizations or persons, including Japanese nationals, and private messages filed by non-accredited organizations or persons in Japan, including Japanese nationals, utilizing reply paid vouchers in payment of the charges for such messages to Canada, are authorized.
5. Private messages with prepaid reply (RP) between Canada and Japan, and vice versa are not authorized for accredited organizations, persons, or military personnel.
6. Private messages may be sent by any organization or person in Canada to any organization or person in Japan.
7. Private messages authorized by this memorandum may be sent from Japan by any organization or person authorized to possess and use British Armed Forces Special Vouchers (BAFSV's) and by the organization or person in Japan specifically named in a reply paid voucher, to any organization or person in Canada.
8. All private messages originating in Japan for transmission to Canada, payments for which are provided for in reply paid vouchers, will contain in the preamble the indicator ''ANSTORP'' (answer to reply paid message) which will be written in by the accepting office.
9. Private messages between Canada and Japan will be subject to all applicable censorship rules and regulations. Exceptions will be specifically provided for by General Headquarters, Supreme Commander for the Allied Powers.
10. Messages authorized by this memorandum will be filed at those post or telegraph offices which are presently, or which may be in the future, designated for the acceptance of SCM messages to British Commonwealth areas.
11. Private messages authorized by this memorandum, other than those utilizing reply paid vouchers in payment of the charges, will be prepaid in Japan in British Armed Forces Special Vouchers (BAFSV's).
12. Private message classifications authorized are Full Rate, CDE, LC and NLT, and the rates per word are proportional .and will be 60%, 50% and 33-1/3%, respectively, of the charges per full rate word shown in Inclosure 1. The total charges for each message authorized by this memorandum will be rounded up to the nearest three pence (3d).
13. Established procedures for settlement of accounts and payment of revenue accruing to the ministry of Communications and the British carrier for messages circulating between Japan and all countries in the British Commonwealth will apply to messages authorized by this memorandum.
14. Division of message revenue between the Ministry of Communications and the British carrier incidental to the expansion of radiotelegraph service between Japan and Canada, will be as shown in Inclosure 1.
15. Direct communication within the scope of this memorandum is authorized between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, the General Accounting Section, General Headquarters, Supreme Commander for the Allied Powers or the British Transfer Agent and the Ministry of Communications.
