2. Inclosure 1 hereto amends Inclosure 1 of memorandum of reference 1 above.
3. Direct communications between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications within the scope of this memorandum, are authorized.
