MEMORANDUM FOR	JAPANESE GOVERNMENT.
SUBJECT	Expansion of Radiotelegraph Service Via the United States.

1. Reference is made to memoranda for the Japanese Government as follows:
a. File AG 311.23 (2 Apr 48)CCS SCAPIN 1759/4, dated 2 April 1948, subject: Expansion of Radiotelegraph Service Via the United States.
b. File AG 311.22 (29 Sep 47)CCS SCAPIN 1786, dated 29 September 1947, subject: Provision of Payment for International Messages Filed by Boeki Cho (Japanese Board of Trade).
c. File AG 311.23 (12 Nov 47)CCS SCAPIN 1818, dated 12 November 1947, subject: Expansion of Radiotelegraph Prepaid Reply (RP) Service.
2. Effective 1 May 1948 the Japanese Government is authorized to expand radiotelegraph service via the United States to include private, press and government messages between Japan and the points listed in inclosure 1.
3. All the provisions of SCAPINS 1759/4, 1786, and 1818 pertaining to the acceptance and handling of all classes of radiotelegraph messages, settlement of accounts, and payment of revenue accruing to the Ministry of Communications and the American carriers will apply in this instance.
4. Direct communication between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications, concerning matters within the scope of this memorandum, is authorized.
