MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Responsibility of the Japanese Government for the Packaging, Delivery, and Transportation of Reparations Equipment under the Advance Transfer Program.

1. Reference is made to memorandum for the Japanese Government, file AG 387.6 (4 May 48)REP, SCAPIN 1751/40, 4 May 1948, subject, "Responsibility of the Japanese Government for the Packaging, Delivery and Transportation of Reparations Equipment under the Advance Transfer Program," from General Headquarters; Supreme Commander for the Allied Powers.
2. Paragraph 3d(1), and inclosure 4, reference 1 above, are rescinded and the following substituted therefor:
"3d(1) Reference is inclosure 4 for revised form."
3. Inclosure 1 is the revised form referred to in paragraph 2 above.

INSTRUCTIONS FOR PREPARATION OF REPORT ON COST OF REPAIRE AND/OR CONSTRUCTION RELATIVE TO TRANSFORMATION OF REPARATIONS EQUIPMENT
Paragraph numbers correspond to item numbers on face of form.
1. Enter date report is submitted.
2. Describe briefly type of repair or construction and purpose. For example: lowering of sea wall to provide loading ramp for LST's.
3. Indicate town, city, prefecture and other data which will locate the repair or construction project.
4. Enter the dates that the repair or construction was started and completed.
5. Self-explanatory
6. Self-explanatory.
7a. Report on items in the order shown. If item is not listed, add to end of list, using proper nomenclature. Quantities consumed will include materials obtained from both private and government sources.
7b. Self-explanatory. The unit of measure for any item added to list in column 7a will be expressed in the metric system.
7c. Unit price will be government ceiling prices or free market price, whichever is more equitable. Unit prices will be "FOB" the depot site.
7d. List quantities of material (in terms of units of measures in column 6b) consumed in repair or construction project.
7e. Product of multiplying column 7d by 7c.
8a. Report on labor employed in the order shown. If type of labor employed cannot be fitted into categories listed, add to end of list.
8b. List rates actually paid.
8c. List the total man days used in the repair or construction project by type used.
8d. List the total man days used in Administrative overhead by the type used.
8e. Sum of columns 7c and 7d.
8f. Product of multiplying column 8e by 8b.
9. Enter a lump sum expressed in yen for tools expanded, rentals, amortization, etc.

Cost will be itemized and presented in sufficient detail to permit review.
