SUBJECT | Delivery Instructions for Incoming Messages the Registered Code Addresses. |
1. Reference is made to paragraph 2a(4) of Memorandum for the Japanese Government, file AG 311.7 (10 Nov 45)CIS, (SCAPIN 326), dated 21 November 1945, subject: Regulations Governing Communications over International, Foreign and External Telegraph, Telephone and Wireless Facilities.
2. Effective immediately, the Ministry of Communications is authorized to accept notices of changes in delivery instructions for such incoming messages using registered code addresses, as are filed with the Ministry of Communications in accordance with reference, paragraph 1 above, directly from the users of such code addresses. The Registrant of the code address will inform the Ministry of Communications, at the Central Tokyo Telegraph Office, of the address to which messages concerned are to be delivered, together with any special instructions for handling by the Ministry of Communications. The Ministry of Communications will comply with such instructions, to the extent within normal and reasonable operating procedures. Any special instructions received which are considered beyond the capability or authority of the Ministry of Communications to cope with, will be referred to Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, for instructions.
3. Direct communications between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications, regarding procedures within the scope of this directive, are authorized.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1746), file AG 311.23(14 Jul 47)CCS, this Headquarters, dated 14 1947 subject: Delivery Instructions for Incoming Messages with Registered Code Addresses
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. The directive referred to in paragraph 1 of subject SCAPIN, prescribes that "Private, government or commercial codes may be used only upon approval of the Civil Censorship Officer, SCAP. This shall include use of approval of the Civil Censorship Officer, SCAP. This shall include use of abbreviated or code names and/or addresses." However, once the authorization to use a code address has been granted any party through official notice to the Japanese Government by SCAP, there is no reason why routine changes in the address to which such messages are to be delivered, may not be made by the authorized registrant, directly to the Ministry of Communications.
3. In order to keep special handling instructions, made by individual registrants, within the realm of normal telegraphic operating procedures, provision has been made for referring exceptional requests to Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers by the Ministry of Communications, whenever necessary.
4. Subject directive authorizes the Ministry of Communications to accept instructions relative to authorized code addresses, directly from the users thereof.
