MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Expansion of Radiotelegraph Service via Manila.

1. Reference is made to memorandum for the Japanese Government, file AG 676.3(9 Jun 46)CCS, SCAPIN 1707/5, dated 9 June 1948, subject: Expansion of Radiotelegraph Service from Japan to Siam, Hong Kong and Macau, via Manila.
2. Radiotelegraph rates from Siam to Japan, via Manila were reduced to the same level of the rates applicable to telegrams from Siam to Japan, via Cable and Wireless Limited, effective 1 April 1949.
3. In accordance with the principle expressed in Article 26, paragraph 2 of the Telegraph Regulations (Cair Revision, 1938) that rate schedules between the offices of any two countries of the Union must be equal over the same route in both directives, inclosure 1 of SCAPIN 1797/5 is rescinded and replaced by inclosure 1 of this memorandum, effective 1 May 1949.
4. Rates for government messages will be the same as for full rate, CDE, LC and NLT messages exchanged between Japan and Siam.
5. Direct communication between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications, concerning matters within the scope of this memorandum is authorized.

SUBJECT : Information of General Application Pertaining to Directive SCAPIN 1707/7, file AG 676.3 (27 May 47)CCS, this Headquarters, dated 27 April 1949, subject: Expansion of Radiotelegraph Service via Manila
1. With reference to the subject memorandum, the following is published for the information of all concerned.
2. The subject directive covers revisions in radiotelegraph rates between Japan and Siam, via manila. Reduced message rates from Japan to Siam via Manila are authorized to equalize a recent decrease in North-bound rates over the same route.
3. As a result of the above mentioned revisions, the radiotelegraph rates between Japan and Siam, and the division of revenue between the Ministry of Communications and the American and British carriers are now approximately equal over both routes.
