MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Expansion of Radiotelegraph Service from Japan to Siam, Hong Kong and Macau, via Manila.

1. Reference is made to Memoranda for the Japanese Government as follows:
a. File AG 676.3 (27 May 47)CCS SCAPIN 1707, dated 27 May l947, subject: Establishment and Operation of Direct Telecommunications Circuits Between Tokyo and Manila, as amended.
b. File AG 311.22 (29 Sep 47)CCS SCAPIN 1786, dated 29 September 1947, subject: Provision of Payment for International Messages filed by Boeki Cho (Japanese Board of Trade).
c. File AG 311.23 (12 Nov 47)CCS SCAPIN 1818, dated 12 November 1947, subject: Expansion of Radiotelegraph "Prepaid Reply (RP) Service.
2. Expansion of radiotelegraph service to include private, press and government messages between Japan and the points listed in inclosure 1 is authorized effective 15 April 1948.
3. Messages from Japan to any of the points listed in inclosure 1, with charges paid in United States Military Payment Certificates or Foreign Trade Payment Certificates, will be routed via Manila in conformity with existing traffic distribution regulations and practices.
4. Message classifications authorized from Japan to the points listed in inclosure 1 are:

5. Charges per full rate word, terminal charges applicable and division of revenue between the Japanese Government and the American carriers, are shown in inclosure 1. Rates for CDE, LC, NLT/DLT classifications are proportionate and will be 60%, 50% and 33-1/3% respectively, of the charges per full rate word.
6. Private messages may be sent from Japan by any organization or person authorized to possess and use United States Military Payment Certificates, or Foreign Trade Payment Certificates, by the organization or person in Japan specifically named in a prepaid reply (RP) voucher, and by Boeki Cho, under the special arrangements set forth in SCAPIN 1786.
7. Private messages from any organization or person in the points listed in inclosure 1 may be sent to any organization or person in Japan. Private messages between Japan and the points listed in inclosure 1 will be subject to all applicable censorship rules and regulations. Exceptions will be as specifically provided for by General Headquarters, Supreme Commander for the Allied Powers.
8. Prepaid reply (RP) message service as amended by SCAPIN 1818 is authorized between Japan and any point listed in inclosure 1 accepting this type of service.
9. Press messages and government messages routed via Manila to the points listed in inclosure 1 will be handled as follows:
a. Press messages will be sent on a receiver-to-pay basis. Concurrence of the connecting telegraph administration must be obtained prior to the acceptance and transmission of such messages.
b. Government messages, except United States Government messages, may be sent prepaid, or on a receiver-to-pay basis at the option of the sender. Concurrence of the connecting telegraph administration must be obtained prior to the acceptance and transmission of such messages on a receiver-to-pay basis.
c. United States Government messages will be handled in accordance with the provisions of SCAPIN 1707.
10, All press and government messages from the points listed in inclosure 1 to Japan must be prepaid.
11. Direct communication between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications, concerning matters within the scope of this memorandum, is authorized.

MEMORANDUM
SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1707/3), file AG 676.3 (9 Apr 48)CCS, this Headquarters, dated 9 April 1948, subject: Expansion of Radiotelegraph Service From Japan to Siam, Hong Kong and Macau, via Manila
1. With reference to the subject memorandum, the following is published for the information of all concerned.
2. Radiotelegraph service is already available from Japan to Hong Kong with message charges payable in British Armed Forces Special Vouchers(RAFSV's). Expansion of service over the same route to Siam and Macau, with message charges payable in British Armed Forces Special Vouchers (BAFSV's) is contemplated.
3. Establishment of radiotelegraph service via Manila connecting with Siam, Hong Kong and Macau is necessary to accommodate organizations and persons authorized to possess and use Foreign Trade Payment Certificates and United States Military, Payment Certificates.
4. The subject memorandum directs the Ministry of Communications to accept and forward messages in the authorized classifications destined for any of the points listed in paragraph 3 above.
