SUBJECT | Transferred Account Arrangements for Messages Filed by Time-Life International, Tokyo. |
1. Reference is made to paragraph 2a(4) of Memorandum for the Imperial Japanese Government, file AG311.7 (10 Nov 45)CIS, SCAPIN 326 dated 21 November 1945, subject: Regulations Governing Communications over International, Foreign and External Telegraph, Telephone and Wireless Facilities.
2. The use of the code address TIMEING, TOKYO, for incoming telegrams for Time-Life International, Tokyo, has been approved by General Headquarters, Supreme Commander for the Allied Powers, together with authorization for this company to send and receive messages in code.
3. Incoming telegrams addressed to TIMEINC, TOKYO, (irrespective of classification) will be delivered directly to Time-Life International, in care of Public Relations Office, Radio Tokyo Building, Tokyo.
4. Private messages filed in Japan by Time-Life International for transmission to the United States will be handled on a "Transferred Account" basis with charged made to the account of Time, Inc., 9 Rockefeller Plaza, New York, N. Y. This arrangement does not affect press messages filed by this company in Japan, which will be sent from Japan as RTP Press Collect, in accordance with current procedures.
5. Direct correspondence between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications of the Imperial Japanese Government, regarding operational and accounting procedures within the scope of this memorandum, is authorized.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1664), file AG 311.23 (10 May 47)CCS, this Headquarters, dated 10 May 1947, subject: Transferred Account Arrangements for Messages Filed by Time-Life International, Tokyo
1. With reference to subject memorandum the following is being published for the information of all concerned.
2. Approval of General Headquarters, Supreme Commander for the Allied Powers, is required for the use of codes or code addresses in connection with messages sent or received by companies operating in this theater for the benefit of occupation forces at the invitation of General Headquarters, Supreme Commander for the Allied Powers. Time-Life international, an approved private company, has made a request for permission to use a code address and codes in their messages between Japan and the United States.
3. The subject SCAPIN informs the Japanese Government (Ministry of Communications) of the approval of this request by General Headquarters, Supreme Commander for the Allied Powers, and provides the necessary information for handling such messages on a "transferred account" basis, which arranges for collection of charges from the home office of Time-Life International, in New York.
4. A command channel letter is being released concurrently to the Eighth Army, to provide for the general surveillance required in this instance.
