SUBJECT | Substitution of Osaka-Colombo Circuit for Osaka-London Radiotelegraph Circuit for Service Between Japan and all Points in the British Commonwealth. |
1. Reference is made to Memoranda for the Imperial Japanese Government as follows:
a. File AG 311.23 (11 Jan 46) CCS (SCAPIN 578), dated 11 January 1946, subject: Establishment of Sender Composition Message Service and Press Service Between Great Britain and the Tokyo Areas.
b. File AG 311.23 (17 Sept 46) CCS (SCAPIN 1206), dated 17 September 1946, subject: Establishment of Expeditionary Force and Sender Composition Message Service Between Japan and all Points in the British Commonwealth over the Osaka-London Radiotelegraph Circuit.
2. Effective at 0001 hours, 10 May 1947, direct radiotelegraph communications will be established between Osaka and Colombo, Ceylon.
3. Coincidental with the establishment of the Osaka-Colombo radio-telegraph circuit the direct radiotelegraph circuit between Osaka and London will be discontinued.
4. The provisions contained in reference Memorandum and b will apply in all respects to the Osaka-Colombo circuit.
5. Direct communications between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications, regarding operating procedures within the scope of this memorandum, are authorized.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1659), file AG 311.23 (8 May 47)CCS, this Headquarters, dated 8 May 1947, subject: Substitution of Osaka-Colombo Circuit for Osaka-London Radiotelegraph Circuit for Service Between Japan and all Points in the British Commonwealth
1. With reference to subject memorandum the following is published for the information of all concerned.
2. The Osaka-London radiotelegraph circuit has been used for transmission and reception of SCM, EFM, Press and Government messages between BCOF personel in Japan and all points in the British Commonwealth.
3. Experience dating from the inception of this circuit long before the war has shown that the distance between Osaka and London, coupled to the extremely northern radio path of this particular circuit, makes satisfactory day and night operation impossible.
4. Recent reorganization and extension of the Cable and wireless system has tended to make the establishment of a relay point, such as Colombo, between Japan and all points in the British commonwealth, more practicable than heretofore, and infinitely more desirable than the direct circuit from Japan to London.
5. Filers of radiotelegraph traffic between Japan and any point in the British Commonwealth will benefit by the improved efficiency of operation to tbe expected from the Osaka-Colombo circuit.
6. The Cable and Wireless headquarters in London have agreed that there will be no change in the rate structure and that the division of message toll revenue between the British and Japanese administrations will remain the same for the Osaka-Colombo circuit as that for the Osaka-London circuit.
7. All technical provisions have been coordinated with Eighth Army and the Ministry of Communications.
8. Surveillance currently in effect on the Osaka-London circuit will apply to the Osaka-Colombo circuit. Instructions to the Eighth Army, to this effect, will follow through command channels.
