SUBJECT | Relaxation of Restrictions Governing Acceptance of Private Messages. |
1. Reference is made to Memorandum for the Japanese Government, file AG 311.23(18 Apr 47)CCS, (SCAPIN 1612), dated 18 April 1947, subject: Expansion of Radiotelegraph Service Between Japan and the United States, and Between Japan and Hawaii.
2. Paragraph 5 of the reference memorandum is rescinded.
3. Private messages may be sent by any organization or person in the United States or Hawaii to any organization or person in Japan, and by any organization or person in Japan authorized to possess and use United States Military Payment Certificates, or Foreign Trade Payment Certificates, or who is specifically named in a prepaid reply (RP) voucher, to any organization or person in the United States or Hawaii.

SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN l6l2/l) file AG 311.23(25 Aug 47)CCS, this Headquarters, dated 25 August 1947, subject: Relaxation of Restrictions Governing Acceptance of Private Messages
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. Heretofore private messages from Japan to the United States or Hawaii have been permitted only for persons in possission of prepaid reply vouchers. Since military and accredited personnel were not authorized to use prepaid reply (RP) messages the result was that private messages were available only to non-accredited organizations and persons, including Japanese nationals.
3. Entrance of foreign trade representatives into Japan makes it necessary to relax restrictions so as to enable such foreign trade representatives to file messages from Japan to their respective countries, prepaid in acceptable currency.
4. The subject memorandum modifies the restrictions to allow anyone authorized to possess and use United States Military Payment Certificates or Foreign Trade Payment Certificates to file all classes of private messages from Japan to the United States and from Japan to Hawaii prepaying the charges in Japan with acceptable currency.
