MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

SUBJECT

"Transferred Account" Message Service for Pan American World Airways System and Northwest Airlines, Inc.

1. Reference is made to:
a. Memorandum for the Imperial Japanese Government, file AG 311.23 (13 May 46)CCS, (SCAPIN 969), dated 18 May 1946, subject: Sender Composition Message Service for Approved Private Companies.
b. Letter from the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, dated 11 October 1946, to the Ministry of Communications, subject: "Transferred Accounts" for Sender Composition Message Service for Approved Private Companies.
2. Pan American World Airways System and Northwest Airlines, Inc., are each authorized to send and receive messages to and from the United States on a "Transferred Account" basis. These messages will be identified an indicated below, and will be handled in accordance with the instructions contained in the memorandum and letter referred to in paragraphs 1a and 1b above, with the following additional special instructions.
a. Messages addressed to PANAIR, TOKYO, will be delivered directly to Pan American World Airways System, Box 31, APO 925, U. S. Army, and those addressed to NWAIR, TOKYO, will be delivered directly to Northwest Airlines, Inc., Box 31, APO 925, U. S. Army.
b. These two companies have been authorized to send messages in either code or clear English text.
c. Messages may be sent by either of these two companies to any code address anywhere in the world, but only those destined to the United States will be on a "Transferred Account" basis. Messages to other countries to which communication service is now, or may become available, will be on a prepaid basis, except as may be otherwise specifically authorized, from time to time, by this Headquarters, by notice to the Ministry of Communications, as provided for in paragraph 3, below.
d. The "Transferred Account" for Pan American World Airways System wi11 be in the name of Pan American Airways, Inc., Pacific, Alaska Division, South San Francisco Airport, South San Francisco, California.
e. The "Transferred Account" for Northwest Airlines, Inc., will be in the name of Northwest Airlines Inc., Orient Region, 1885 University Avenue, St. Paul, Minnesota.
3. Operational interpretations of these instructions not involving changes in policy, may be made from time to time by the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and transmitted to the Ministry of Communications of the Imperial Japanese Government. Direct correspondence between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications, regarding operating and accounting procedures within the scope of this memorandum, is authorized.

MEMORANDUM:
SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN 1606), file AG 311.23 (11 Apr 47)CCS, this Headquarters, dated 11 April 1947,subject: "Transferred Account" Message Service for Pan American World Airways System and Northwest Airlines, Inc.
1. With reference to the subject memorandum, the following is being published for the information of all concerned.
2. Arrangements are pending in connection with the flight operations of the two companies named in the subject, between the United States and Japan. It is essential to their mission that they be permitted to use the commercial facilities available for rapid communication with their head offices and airports located on their routes. Current regulations provide for message service only to U. S. military and accredited civilian personnel, and such message service for approved private companies, who are operating in this theater at the invitation of, and for service to the Occupation Forces, must be specifically authorized by General Headquarters, Supreme Commander for the Allied Powers. The purpose of this directive is to provide that authorization and to instruct the Imperial Japanese Government (Ministry of Communications) as to procedures to be followed in handling such messages.
3. A command channel letter to the Eighth Army is being released concurrently to assure that the instructions outlined in the reference SCAPIN are complied with by the Ministry of Communications.
