SUBJECT | Establishment and Operation of a Direct Radiotelegraph Circuit Between Tokyo, Japan, and Batavia, Netherlands, East Indies. |
1. Reference is made to:
a. Memorandum for the Japanese Government, file AG 676.3 (31 Mar 47)CCS SCAPIN 1591, dated 31 March 1947, subject same as above, as amended.
b. Memorandum for the Japanese Government, file AG 311.22 (29 Sep 47)CCS SCAPIN 1786, dated 29 September 1947, subject: Provision of Payment for International Messages Filed by Boeki Cho (Japanese Board of Trade).
2. Effective 5 April 1948 radiotelegraph service between Japan and the Netherlands East Indies will include Government, press and private messages.
3. Press and private messages will be handled at sender's risk.
4. Private messages with prepaid reply will be admitted between Japan and the Netherlands East indies and the particulars thereof will be handled in accordance with the provisions of the International Telegraph Regulations (Cairo 1938), Article 56, paragraphs 462 to 469 inclusive, except that:
a. No refund of an unused portion of a prepayment will be made unless such portion amounts to at least fifty cents ($5.0).
b. Prepaid reply amounts will be expressed and signalled in gold francs in both directions. Conversion of prepaid reply amounts on inward messages from gold francs into dollar amounts and prepaid reply dollar amounts on outward messages into gold francs will be accomplished by using a conversion ratio of three (3) gold francs equals one (1) dollar. Conversion of gold francs into dollar amounts and vice versa will be the responsibility of the Ministry of Communications.
5. All classifications of messages from the Netherlands East Indies to Japan will be prepaid.
6. All classifications of messages from Japan to the Netherlands East Indies will be sent prepaid with the following exception:
a. Private messages may be sent from Japan on a receiver to pay basis in cases where arrangements for such handling have been specifically approved by the Motherlands East Indies telegraph administration.
7. The Ministry of Communications will receive applications for receiver to pay privileges directly from the applicants thereof.
8. The Ministry of Communications will supply all necessary information required by the Motherlands East Indies telegraph administration in connection with the handling of receiver to pay messages and obtain the approval of the Netherlands East Indies telegraph administration prior to transmission of such messages.
9. Only United States Military Payment Certificates, Foreign Trade Payment Certificates or prepaid reply vouchers will be accepted in payment of the charges for prepaid messages from Japan to the Motherlands East Indies.
10. Message classifications, rates and division of revenue between the Japanese Government, Ministry of Communications and the Motherlands East Indies telegraph administration are shown in inclosure 1.
11. Messages exchanged between Japan and the Netherlands East Indies will be subject to all applicable censorship rules and regulations. Exceptions thereto will be specifically provided for by General Headquarters Supreme Commander for the Allied Powers.
12. The Ministry of Communications and the Netherlands East Indies telegraph administration will keep full and complete records of all telegrams sent and received between Japan and the Netherlands East Indies, in the same manner as those required to be kept for other international radiotelegraph circuits and will exchange such statements, or telegrams in lieu thereof, on a monthly basis, through the Netherlands Transfer Agent, Tokyo, showing revenue due to the Japanese administration and to the Netherlands East Indies telegraph administration. Such statements for the period beginning 1 April 1947 and ending 31 December 1947 will be submitted within sixty (60) days from the effective date of this memorandum. Payment of balances due either administration will be accomplished on a quarterly basis and will reflect the net amount due either administration for the preceding quarter including any necessary adjustments.
13. The Ministry of Communications will submit traffic revenue reports to Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, covering message traffic exchanged between Japan and the Netherlands East Indies, similar to those required for other international radiotelegraph circuits from Japan.
14. The Netherlands Military Mission, Tokyo, will designate a transfer agent to act for the Netherlands East Indies telegraph administration. Balances in favor of the Japanese Government, Ministry of Communications, will be deposited by the Netherlands transfer agent in an appropriate account designated by the Supreme Commander for the Allied Powers.
15. The Japanese Government, Ministry of Communications will deposit monthly, not later than 15 days after the close of each calendar month, in an appropriate account designated by the Supreme Commander for the Allied Powers, all funds collected in Japan in payment of the charges for prepaid messages sent from Japan to the Netherlands East Indies.
16. In event revenue due to the Netherlands East Indies telegraph administration is not offset by revenue accruing to Japan derived from charges collected in the Netherlands East Indies balances due will be paid to the Netherlands Transfer agent by General Headquarters, Supreme Commander for the Allied Powers from deposits made in accordance with paragraph 15 above.
17. Paragraphs 3, 4 and 5 of SCAPIN 1591 are rescinded as of the effective date of this memorandum.
18. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications regarding operating, accounting and settlement procedures within the scope of this memorandum, is authorized.

SUBJECT: Information of General Application Pertaining to Directive Number SCAPIN 1591/2, file AG 676.3 (3 Apr 48)CCS, this Headquarters, dated 3 April 1948, subject: Establishment and Operation of a Direct Radiotelegraph Circuit Between Tokyo, Japan, and Batavia, Netherlands East Indies
1. With reference to the subject memorandum, the following is published for the information of all concerned.
2. Radiotelegraph service presently available between Japan and the Netherlands East Indies provides for the handling of Netherlands Indies Government messages only.
3. This memorandum expands the radiotelegraph service between Japan and the Netherlands East Indies to include press and private messages including private messages with prepaid reply.
4. A procedure for payment of past and current net balances due the correspondent administrations and for the handling of receiver to pay messages from Japan to the Netherlands East Indies, under certain conditions, is included in the basic memorandum.
5. This expansion of communications is desirable from the standpoint of fostering the foreign trade program for the benefit of the economy of Japan.
