IMPERIAL JAPANESE GOVERNMENT

SUBJECT

Repatriation

1.Reference is made to:
a.Memorandum from the Supreme Commander for the Allied Powers, file AG 370.05 (7 May 46)GC, (SCAPIN 927), dated 7 May 1946, subject as above, as amended.
b.Memorandum from the Supreme Commander for the Allied Powers, file AG 000.5 (10 Dec 46)GC, (SCAPIN 1391), dated 10 December 1946, subject: Suppression of Illegale Entry into Japan.
c.Memorandum from the Supreme Commander for the Allied Powers, file AG 014.33 (14 Feb 47)GA, (SCAPIN 1527), dated 14 February 1947, subject: Repatriation of Non-Japanese.
2.The Kishin Maru has been designated to lift approximately 10O Korean illegal immigrants from Sasebo to Pusan, Korea, and 265 Japanese nationals and 17 Formosans from Pusan to Sasebo. Five of these Formosans are being deported from Korea. The ship will depart from Sasebo on or about 25 February 1947.
3.The Imperial Japanese Government will:
a.Place approximately 100 Korean illegal immigrants, now at Sasebo, aboard the Kishin Maru.
b.Furnish surfficent Japanese guards aboard ship to insure delivery of Korean illegal immigrants the custody of the Commanding General, ⅩⅩⅣ Corps.
c.Direct Japanese guards to accept custody at Pusan, Korea, of the 5 Formosan deportees and insure their delivery to proper authorities at the Sasebo Reception Center.
d.Receive and process Japanese being repatriated from Korea in accordance with the provisions of reference paragraph 1a above.
e.Receive, process and hold the 17 Formosan repatriates at the Sasebo Reception Center pending arrangements for onward shipping, in accordance with the provisions of reference paragraph 1c above.
f.Insure the 5 Formosan deportees are held under guard until they can be shipped to Formosa.
4.Allied guards will not be placed aboard the Kishin Maru.
