1. CLO No. 6957 (RSG-E) forwarded an application for removal from reparations list of part of the equipment of designated sulphuric acid factories. This application originated with the Japanese Government, and it requested deletion of 14 complete plants whose individual petitions were inclosed. The plants requested to be deleted are:

2. According to the cover letter the overall nominal capacity of retained plants after removal of selected plants is 4,287,000 metric tons of 50O Be acid per year. From these plants actual production is claimed to be 3,249,000 metric tons after all repairs. The requirement for 1948 will be about 3,754,000 tons according to the Japanese. However, figures obtained by the Chemical Industry Branch of the Industrial Division from field inspections and reports submitted to this branch indicate that the design or nominal capacity after reparations removal is 4,842,200 tons. Making allowances for bomb damage, deterioration, flood, earthquake, etc. the new revised design capacity of these plants is estimated at 3,930,000 tons, from which a production of 3,530,000 tons is anticipated as actual production. This will balance the minimum economic requirement of about 3,600,000 tons per year for this basic chemical.
3. On this basis the 14 petitions submitted are not favorably considered.
4. The interests of USAFIK are not concerned.
5. No concurrence is necessary.
