Request for Removal of Research Institute of Electric and Magnetic Alloys from Reparations List

1. References are the following:
a. Memorandum for the Imperial Japanese Government from GHQ, SCAP, file AG 004 (11 Oct 46) ESS/IN, (SCAPIN-1263), dated 11 October 1943, subject: Revised List No. 2 Aircraft Factories, Military and Naval Arsenals and Research Laboratories.
b. Letter from Central Liaison Office, Tokyo, to General Headquarters. Supreme Commander for the Allied Powers, file C. L. O. No. 5282 (RSG-E), dated 28 November 1946, subject: Request for Removal of Research Institute of Electric and Magnetic Alloys from Reparations List.
2. The Imperial Japanese Government is notified that the subject institute is being removed from custodial lists for reparations claim.

1. Reference Memo CLO No. 6382 (RSG-E) to GHQ Supreme Commander for the Allied Powers dated 28 November 1946, subject: Request for Removal of Research Institute of Electric and Magnetic Alloys from Reparations List.
2. Investigation has been made of the stated Institute and its relationship with the Research Institute for Iron, Steel and other Metals, with which it is closely associated, by Lt. Col. E. C. Allen and Dr. Cotner, of ESS/ST.
3. Approval is recommended of the request contained in the subject memorandum for the following reasons:
a. No research of any kind was conducted by the laboratory because it was bombed just before it commenced to operate. With regard to the "intention” of the organizers of the Institute, it is believed that they realized that the results of their applied research would be beneficial in regard to aeroplane and other instruments produced for the fighting services; however, it is believed that they also had in mind that their results would have general application and that the continuation of the new Institute after the war would be of advantage to the parent body - the research Institute for Iron, Steel and other Metals.
b. In the absence of valid reasons to the contrary, it is considered that encouragement should be given to organizations such as that under consideration in which a Fundamental Research Laboratory (Institute for Iron, Steel and other Metals) is closely associated with an applied Research Laboratory (Institute for Electric and Magnetic Alloys) and feeds to it discoveries and inventions for development and adaptation to useful industrial purposes. It is from such organizations that the best technological developments may be expected to emerge to assist in the stabilization of the Japanese economy.
c. This particular group of scientists is capable of doing very good and original work which, if made available to the United Nations, will outweigh in value the few pieces of equipment involved in the application.
4. This is an administrative matter, and no surveillance by the eighth Army is required.
5. The interests of USAFIK are not concerned.
