MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Repatriation from the Netherlands East Indies.

1. Reference is made to memorandum from the Supreme Commander for the Allied Powers, file AG 014.33 (7 May 46)GC, (SCAPIN 927), dated 7 May 1946, subject: Repatriation, as amended.
2. It is contemplated that all Japanese surrendered personnel, nor being held in the Netherlands East Indies, except for those being held in connection with war crimes, will be repatriated prior to 31 May 1947.
3. The first two ships, the Welterveden and the Tjibadak, will arrive at Kure on or about 1 February 1947 with 2,350 able-bodied and 600 sick repatriates aboard.
4. Warm clothing for the remaining persons to be repatriated, to wear enroute to Japan, will be furnished by the Imperial Japanese Government.
5. The Imperial Japanese Government will:
a. Receive and process the individuals mentioned in paragraph 2 above in accordance with the provisions of reference paragraph 1 above.
b. Place sufficient warm clothing for 12,000 persons aboard the ship Tjibadak upon her arrival in Kure on or about 1 February.
c. Insure that clothing mentioned in paragraph 5 b above is baled or packaged.
