MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Authorization for Transit of Foreign Exchange Assets and Related Records.

1. Reference is made to C.L.O. No. 6l58(LO 2206-SF/CU), 20 November 1946, subject, "Transaction of Foreign Exchange Assets or Evidences of Ownership thereof or Books, Documents and Records Relating thereto," from the Imperial Japanese Government.
2. Approval to transfer foreign exchange assets and relevant records from the premises of any given financial institution to other offices of that same institution, deemed necessary in the judgment of the Ministry of Finance to safeguard the assets involved, is granted subject to the following contingent obligations:
a. The Ministry of Finance will be required to maintain, in triplicate, a chronological und detailed record of all such transfers.
(1) The chronological record, specifying each transaction by an appropriate serial number, wi11 include such salient information as a brief history of circumstances necessitating the transfer, the locations of the old and of the new depositories, and the amounts involved in the transfer.
3, This authority will not be construed as an approval for sanctioning transfers which will in any way diminish or impair the assets involved.
