SUBJECT

"Transferred Account" Message Service for American International Underwriters Corporation.

1. Reference is made to:
a. Memorandum for the Imperial Japanese Government, file AG 311.23, (18 May 46) CCS, dated 18 May 46, (SCAPIN 969), subject: Sender Composition Message Service for Approved Private Companies.
b. Informal arrangements made on12 September 1946 with Mr. S. Yamagishi, Foreign Telecommunications Section, Ministry of Communications.
c. Letter from the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, dated 11 October 1946, subject: "Transferred Accounts" for Sender Composition Message Service for Approved Private Companies.
2. The American International Underwriters Corporation is authorized to send and receive messages to and from the United States on a "Transferred Account" basis. These messages will be identified as indicated below, and will be handled in accordance with the instructions contained in the letter referred to in paragraph 1c above, with the following additional special instructions:
a. After censorship, messages addressed to UNDERITERS, Tokyo, will be delivered promptly by messenger to American International Underwriters Corporation, Bank of Chosen Building, Room 507, No.4, 2 Chome, Otemachi, Kojimachi Ku, Tokyo.
b. Messages filed by American International Underwriters Corporation will be sent in clear English text.
c. Messages may be sent to the following:

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1433), file AG 311.23 (2 Jan 47)CCS, this Headquarters, dated 2 January 1947, subject, "Transferred Account" Message Service for American International Underwriters Corporation.
1. With reference to the subject memorandum the following is being published for the information of all concerned.
2. The purpose of this directive is to provide for the filing of radio telegrams to the United States and delivery of messages received from the United States by and for the American International Underwriters Corporation.
3. No command channel letter is being sent to the Eight Army concerning this matter inasmuch as no surveillance will be required beyond that being currently carried out.
