Joint Application of Japan Wool Industrial Company, Ltd, (Nippon Yomo Sangyo K. K.), and Japan Woolen Textile Company, Ltd, (Nippon Keori K. K.), for Removal of the Former Company from the Schedule of Restricted Concerns.

b. Memorandum for the Imperial Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, file AG 004 (8 Dec 45) ESS/AC, (SCAPIN-403) dated 8 December 1945, subject: Establishment of a Schedule of Restricted Concerns.
c. Memorandum for the Imperial Japanese Government from General Headquarters, Supeme Commander for the Allied Powers, file AG 004 (8 Jun 46) ESS/AC, (SCAPIN-1004), dated 8 June 1946, subject: Addition of Certain Textile Companies to Schedule of Restricted Concerns.
2. Reference Memorandum 1a, above, forwards joint application of Japan Wool Industrial Company, Ltd, and Japan Woolen Textile Company, Ltd, for removal of the former Company from the Schedule of Restricted Concerns established by reference Memorandum 1b, above, to which it was added by reference Memorandum 1c, above.
3. The Japan Wool Industrial Company, Ltd, is hereby removed from the Schedule of Restricted Concerns and the addition thereto referred to in paragraphs 1b and 1c, above, respectively.

1. CLO Memorandum No. 4297 (L01162/626), dated 28 August 1946, forwards joint application of Japan Wool Industrial Company, Ltd, and Japan Woolen Textile Company, Ltd, both added on 8 June 1946 to the Schedule of Restricted Concerns established by SCAP Memorandum, file AG 004 (8 Dec 45) ESS/AC, (SCAPIN-403), subject: "Establishment of a Schedule of Restricted Concerns," for the removal of the Japan Wool Industrial Company, Ltd, from the Schedule.
2. a. Reports submitted by the Japan Woolen Textile Company, Ltd, disclosed that it owned twenty-four (24) percent of the outstanding shares of the Japan Wool Industrial Company, Ltd. Accordingly, the latter company was added to the Schedule of Restricted Company on 8 June 1946 as a subsidiary of the Japan Woolen Textile Company, Ltd.
b. Subsequently it was revealed that the Japan Wool Industrial Company, Ltd, was created in December 1941 by directives of the Fiber Bureau of the Ministry of Commerce and Industry and the Exchange Board of the Ministry of Finance. It was created for the specific purpose of assuming the functions of the Committee for the Storage of Wool of the Japan Wool Industry Association and the Japan Wool Import Association, to buy, store, and distribute imported wool. The Company has an authorized capital of ¥5,000,000. consisting of 100,000 shares at ¥50. per share. 80,000 shares are held by nineteen (19) member companies of the Japan Wool Industry Association and 20,000 shares are held by eleven (11) member companies of the Japan Wool Import Association. Shares were allocated to the nineteen (19) companies of the Japan Wool Industry Association on the basis of the number of spindles in operation in 1941, while they were allocated to the eleven (11) companies of the Japan Wool Import Association on the basis of the amount of wool imported for the prior five (5) year period.
c. The Japan Wool Industry Company, Ltd, serves the importers and processors of raw wool as a control company, in which capacity it buys, stores, and distributes imported wool. In this classification it is under the surveillance of SCAP and ultimately will be dissolved, along with other control companies, unions and associations, at such time as the national economy of Japan will permit the dissolution of such control organizations.
d. In view of the facts set forth above, the Japan Wool Industry Company, Ltd, is removed from the Schedule of Restricted Concerns.
3. This is an administrative matter and no surveillance by the Eighth Army is required.
4. The interests of USAFIK are not concerned.
