MEMORANDUM FOR

JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Provision and Procurement of Japanese Communication Services, Facilities, Equipment, Material and Personnel.

1. Reference is made to Memorandum for the Japanese Government, file AG 400.12 (29 Oct 46) CCS (SCAPIN 1299), dated 29 October 1946, subject as above. This memorandum is issued in accordance with paragraph 2 of the reference memorandum.
2. It is directed that the Japanese Ministry of Communications, in addition to services being furnished at present, provide communications services, facilities, equipment, material and personnel as follows:
a. Telephone exchange service and trunks wholly within an exchange area of a city or town which can be furnished by use of existing telephone plant as listed in Appendix I.
b. Construct and install communications facilities listed in Appendix II.
c. Long distance lines and telegraph circuits wholly within one Ministry of Communications operating bureau or division as covered in paragraph 5 below.
d. Communications personnel as listed in Appendix III.
e. Bulk materials and equipment required for indigenous supply of the Occupation Forces will be provided as listed in Appendix V.
f. All other communications services, facilities, equipment, material, and personnel not covered above as directed by General Headquarters, Supreme Commander for the Allied Powers.
g. Statements of services rendered covering all communications services, facilities, equipment, material and personnel furnished to the Occupation Forces throughout Japan will be prepared, consolidated and forwarded: by the Ministry of Communications as provided by Appendix IV.
3. Communications services, facilities, equipment, materials, and personnel listed in Appendices I, II, III and V are based on estimates of future requirements and will be subject to change. Revisions and corrections found necessary will be furnished to the Ministry of Communications by General Headquarters, Supreme Commander for the Allied Powers.
4. Exchange service and trunks within the exchange area of a town or city covered by appendix I will be furnished by local offices in accordance with communications orders placed by the Commanding Officer of the Occupation Forces therein, or by his authorized representative. A representative of the Japanese Communication System located in the city or town where service is requested will be authorized to furnish such service without approval of the operating bureau of Ministry of Communications.
5. Toll and exchange construction and installation listed in Appendix II, long distance lines and telegraph circuits wholly within one operating bureau or division (para 1c), and personnel covered by Appendix III will be provided in accordance with communications orders. These orders will be submitted direct to the operating bureau within which services desired are to be furnished, as authorized by Headquarters, Eighth Army. General Headquarters, Supreme Commander for the Allied Powers will coordinate with the Ministry of Communications in preparation of schedules and plans for furnishing facilities and personnel covered by Appendices II and III. Upon completion of those plans and schedules, directors of the operating bureaus or divisions will arrange to fulfill the demands without further approval of the Ministry of Communications, citing the communications order as authority.
6. Communications facilities provided in accordance with this memorandum do not include those required for billets and housing for Occupational Forces covered by Memorandum for Japanese Government, file AG 411 (6 Mar 46)CE-CD, (SCAPIN 799), dated 6 March 1945, subject: Housing Program for Occupation Forces and Their Dependents. Communications material and services covered by (SCAPIN 799) and supplemental correspondence are in addition to those covered by this memorandum. Statements of service rendered will refer to this memorandum for accounting purposes.
7. Attached appendices supersede previous issues as listed below:
a. Appendix I issue 3 supersedes Appendix I issue 2 dated 6 Nov 46.
b. Appendix II issue 3 supersedes Appendix II issue 2 dated 6 Nov 46.
c. Appendix III issue 4 supersedes Appendix III issue 3 dated 19 Apr 47
d. Appendix IV issue 3 supersedes Appendix IV issue 2 dated 6 Nov 46.
e. Appendix V issue 2 supersedes Appendix V issue 1 dated 6 Nov 46.
8. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Japanese Ministry of Communications regarding matters within the scope of this memorandum is authorized.
