MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Provision and Procurement of Japanese Communications Services, Facilities, Equipment, Material and Personnel.

1. Reference is made to:
a. Memorandum for the Japanese Government, file AG 400.12 (29 Oct 46)CCS, SCAPIN 1299/8, dated 11 April 1950, subject as above.

2. It is directed that the Japanese Ministry of Telecommunications provide communications services, facilities, equipment, material and personnel as follows:
a. Telephone exchange service wholly within an exchange area of a city or town, which can be furnished by use of existing telephone plant as covered in paragraph 4 below.
b. Long distance lines and telegraph circuits wholly within one Ministry of Telecommunications operating bureau or division which can be furnished by use of existing facilities, as covered in paragraph 5 below.
c. Communications personnel as covered by paragraph 5 below.
d. Bulk materials and construction not in excess of ¥3,600,000 will be provided in accordance with communications orders placed by Commanding General, Japan Logistical Command, or by his authorized representative.
e. Long distance telephone and telegraph lines extending beyond the boundaries of any one operating bureau, bulk materials and construction in excess of ¥3,600,000, and all other communications services, facilities, equipment, material and personnel not covered above as directed by General Headquarters, Supreme Commander for the Allied Powers.
3. Statements of services rendered covering all communications services, facilities, equipment, material and personnel to be furnished to and/or for the Occupation Forces throughout Japan will be prepared on GPA Form 5 and submitted as provided by Appendix 1.
4. Exchange service within the exchange area of a city or town, which can be furnished by use of existing facilities will be furnished by local offices in accordance with communications orders placed by Commanding General, Japan Logistical Command, or by his authorized representative. A representative of the Japanese telecommunications system located in the city or town where service is requested will be authorized to furnish such service without approval of the operating bureau of the Ministry of Telecommunications.
5. Long distance lines and telegraph circuits wholly within an operating bureau or division which can be furnished by use of existing facilities and personnel will be provided in accordance with communications orders placed by Commanding General, Japan Logistical Command, or by his authorized representative. Directors of the operating bureaus will arrange to fulfill the demands without further approval of the Ministry of Telecommunications, citing the communications order number as authority.
6. Communications facilities authorized by this memorandum will be procured on communications order, GPA Form 8, in accordance with Memorandum for the Japanese Government, file AG 400.12 (2 Nov 50)COM-B, SCAPIN 2129, Subj: Policies for Procurement with Termination of War (Works) Funds, dated 2 November 1950.
7. Direct communication between Occupation Force agencies and the Japanese Ministry of Telecommunications is authorized as follows:
a. Signal Section, General Headquarters, Supreme Commander for the Allied Powers, on matters within the scope of this memorandum.
b. Signal Section, Headquarters, Japan Logistical Command, on matters necessary to assure compliance within the scope of this memorandum.
c. Authorized Signal Corps representatives of Commanding General, Japan Logistical Command and the respective operating bureaus
of the Ministry of Telecommunications through liaison channels on informational matters necessary to assure compliance with the provisions of this directive.
8. The following pages of Inclosures to Inclosure 1 of SCAPIN 1299/8, as amended by SCAPIN 1299/12, are rescinded and the attached pages are substituted therefor:

4.0 Application of Rates
4.1 Main Line Station - The total charge for main line stations at a given city, town or exchange, will be the total number of main line stations at the end of the month multiplied by the charge per month(charge/mo) per main line station shown in Table of Rates, Part II above, for the bureau within which the service is furnished. A full month's payment will be charged for each station connected during the month. No charge will be made for stations disconnected during the month. Partial month billing will not be rendered for stations added or removed during the month. Month and totals of stations connected will be used in computing charges.
4.2 Extension - The total charge for extensions at a given city, town or exchange will be the total number of extensions at the end of the shown in Table of Rates, Part II above, for the bureau within which the service is furnished. A full month payment will be charged for each extension connected during the month. No charge will be made for extensions disconnected during the month. Partial month billing will not be rendered for extensions added or removed during the month. Month and totals of extensions connected will be used in computing charges.
4.3 Reserved Lines - The total charge for reserved lines in given central office will be the number of lines held in reserve at the request of the Occupation Forces (i.e., reserved on communication order) multiplied by the charge per month (charge/mo) per reserved line as shown in Table of Rates, Part II above, for the bureau within which the central office is located.
4.4 Foreign Central Office Service - The charge for one main line station will be made in the central office in which the number assignment is made. The cable pairs connecting the central offices involved will be reported in accordance with Schedule 2b.
4.5 Toll Foreign Exchange Service - The charge for one main line station will be made in the central office of the city or town in which the number assignment is made. The official toll leased line rates (Schedule 8)will apply where line facilities leased terminate on a toll board at both ends and the toll board is located in a toll office in which Japanese domestic toll service is handled.
4.6 Miscellaneous Equipment and Service, Charges for which are Included in Main Line Station and Extension Rates - No additional charge will be made for auxiliary keys, switches, extension bells, or similar equipment. No extra charge will be made for inside moves )i.e., moves within the building in which the subscriber telephone is located). No charge will be made for disconnects (removals).

2.0 A flat average rate per employee regardless of classification has been established for billing purposes. This rate is the average cost to the Ministry of Telecommunications of furnishing employees to work in Occupation Force installations and includes all allowances, overhead, travel expense and overtime. This rate, effective 1 October 1951, is based on the 1951-52 budget.

3.0 Preparation of Statements
3.1 Prepare a separate sheet for each city or town in which personnel is employed.
3.2 Column Headed "Job Description" - Enter in this column the job title as shown in paragraph 1.0 above.
3.3 Column Headed "Total No. Employed" - Enter in this column the number of personnel employed.
3.4 Column Headed "Total Man Days" - Enter in this column the total number of man days. If an employee worked only a part of a month the actual days worked will be used. If an employee worked the entire month, 25 days will be used.
3.5 Column Headed "Rate Per Day" - Enter in this column the rate pert day as shown in Table of Rates above.
3.6 Column Headed "Yen Value" - Enter in Column the product of the "Rate Per Day" and the "Total Man Days".
