MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Repatriation of Chinese and Formosans.

1. Reference is made to:
a. Memorandum from the Supreme Commander for the Allied Powers, file AG 370.05 (7 May 46) GC, (SCAPIN-927), dated 7 May 1946, subject: "Repatriation", as amended.
b. Memorandum from the Central Liaison Office, No.4943 (RF), dated 26 September 1946, subject: Repatriation of Thirty-three (33) Chinese via Japan.
c. Memorandum from the Central Liaison Office, No.4971 (RF), dated 27 September 1946, subject: "Repatriation of Natives of Saipan and Other Pacific Ocean Area Islands and Manchuria."
2. One hundred thirty-seven (137) Chinese Nationals, now in Korea, will be repatriated to North China via Japan. They will arrive at Sasebo prior to 1 November 1946.
3. Twenty-five (25) Formosans and ten (10) Koreans arrived Sasebo on or about 8 October 1946 from Singapore aboard Arimasan Maru.
4. The Chinese and Formosans listed in reference 1 b above, paragraphs 2 and 3 above, and those listed in List C (B) attached to reference 1 c above, are included in inclosures hereto as follows:
Inclosure Number 1 - "Chinese to be Repatriated to North China".
Inclosure Number 2 - "Chinese and Formosans to be Repatriated to Central China, South China and Formosa".
5. The Imperial Japanese Government will:
a. Receive, care for, and move to Sasebo Reception Center all Chinese and Formosans referred to in this memorandum.
b. Outload those listed on Inclosure Number 1 hereto on a Hulutao-bound ship, as designated by the Commending General, Eighth U.S. Army, for debarkation at Tsingtao and Tangku.
c. Outload those individuals on Inclosure Number 2 hereto on a ship, to be designated later, bound for Fusan, Shanghai, Canton and Kiirun.
d. Move the ten (10) Koreans mentioned in Paragraph 3 above to Hakata Reception Center and care for them until such time as repatriation to Korea is resumed.
e. Process outgoing repatriates in accordance with provisions of reference 1 a above.
f. Report to Supreme Commander for the Allied Powers:
(1) When those individuals mentioned in paragraph 2 above arrive at Sasebo.
(2) When those listed on Inclosure Number 1 have been outloaded from Japan.
(3) When those listed on Inclosure Number 2 have been outloaded from Japan.

SUBJECT: Repatriation of Chinese and Formosans
TO : Commanding General, Eighth Army, APO 343
1. Attention is invited to Memorandum for the Imperial Japanese Government, file AG 014.33(15 Oct 46)GC, (SCAPIN-1271), dated 15 October 1946, subject as above, attached as an inclosure hereto.
2. It is requested that:
a. Routine supervision be exercised over the compliance by the Imperial Japanese Government with the provisions of memorandum, reference paragraph 1 above.
b. Upon arrival at Sasebo of the Chinese who are destined for Tsingtao and Tangku, mentioned in above reference, an LST on the Sasebo-Hulutao shuttle be designated for their transportation and for any other available Chinese destined for North China.
c. Designated LST be routed via Tsingtao and Tangku for debarkation of the passengers bound for North China.
d. Pertinent sailing dispatch be issued including appropriate information for CG Peiping Group and CO Hulutao Repatriation Team.
3. The Commanding Generals I Corps and 24th Infantry Division have been furnished copies of this letter and inclosure hereto.
