SUBJECT

Revised Plan for Receiving Payments Due American Carriers for Messages and Radiotelephone Calls Filed by United States Military and Accredited Civilian Personnel for Transmission to and through the United States, its Territories and Possessions, Prepaid in Japan

1. Reference is made to memoranda for the Japanese Government as follows:
a. File AG 311.3 (24 Sept 46)CCS, SCAPIN 1228, dated 24 September 1946, subject same as above.
b. File AG 311.3 ( 27 Jan 48)CCS, SCAPIN 1228/7, dated 27 January 1948, subject same as above.
c. File AG 676.3 (27 May 47)CCS, SCAPIN 1707, dated 27 May 1947, subject: Establishment and Operation of Direct Telecommunications Circuits between Tokyo and Manila, as amended.
2. Effective immediately, paragraph 12 of reference memorandum 1a, and paragraph 2c of reference memorandum 1b, pertaining to monthly report submitted by the Ministry of Communications, in triplicate, to the General Accounting Section, General Headquarters, Supreme Commander for the Allied Powers, showing the exact amount in Military Payment Certificates and Foreign Trade Payment Certificates collected by each of its public acceptance offices during the period, as well as the exact amount withheld by each public acceptance office for change-making purposes, are rescinded.
3. Direct communication between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications concerning matters within the scope of this memorandum is authorized.
