JAPANESE GOVERNMENT.

SUBJECT

Revised Plan for Receiving Payments Due American Carriers for Messages and Radiotelephone Calls Filed by United States Military and Accredited Civilian Personnel for Transmission to Or Through the United States, Its Territories and Possessions, Prepaid in Japan.

1. Reference is made to Memorandum for the Japanese Government, file AG 311.3(24 Sep 46)CCS, SCAPIN 1228, dated 24 September 1946, subject as above, as amended.
2. Inclosure 1 of SCAPIN1228/6 is amended by inclosure 1 hereto.
3. Direct communication between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications within the scope of this memorandum is authorized.

MEMORANDUM.
SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN - 1228/11), file AG 311.3 (26 Mar 48) CCS, this Headquarters, dated 26 Mar 48, subject: "Revised Plan for Receiving Payments Due American Carriers for Messages and Radiotelephone Calls Filed by United States Military and Accredited Civilian Personnel for Transmission to or Through the United States, its Territories and Possessions, Prepaid in Japan".
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. The subject directive cover desired amendments for inclosure 1 of SCAPIN 1228/6 which is a list showing public offices of the Ministry of Communications where radiotelegraph messages or radiotelephone calls may be filed for transmission by United States Military and Accredited Civilian personnel and also indicating the types of service to be handled and amount of Military Payment Certificates which are specifically authorized for change-making purposes.
3. The subject directive authorizes new or additional overseas radiotelephone service and EFM and SCM radiotelegraph services as described below:
a. Overseas radiotelephone service is being newly authorized for United States Military and Accredited Civilian personnel at Fukuoka and Kokura, Kyushu, to handle inpaid, outpaid and out-collect messages. Service over existing Public Stations for overseas radiotelephone calls for United States Military and Accredited Civilian personnel located at Tokyo, Sendai, Sapporo, Nagoya, Osaka, Yokohama and Kyoto is being expanded to permit United States Military and Accredited Civilian personnel to receive inpaid messages, and send out-collect messages. Heretofore outpaid calls only have been authorized.
b. Authorized Foreign Trade representatives are being authorized to use all the overseas public stations (which are established primarily for use of United States Military and Accredited Civilian personnel) for inpaid, outpaid and out-collect messages. Public Stations for overseas telephone service for handling inpaid, outpaid and out-collect messages are being authorized for establishment at the Tokyo and the Teito Hotels (Tokyo), the Tokiwa Hotel (Nagoya), the Rakuyo Hotel (Kyoto), and the Naniwa Hotel (Osaka). No Military Payment certificates are authorized for change-making from the Ministry of Communications' Military Payment certificates change-making fund, as the hotels' managements will operate the overseas telephone stations and make periodic payments to the Ministry of Communications of the monies they received for outpaid calls.
c. Public Stations for Overseas Telephone Service are being authorized for establishment at the Central (or Main) Telephone Office Buildings at Sendai, Sapporo, Nagoya, Kyoto, Osaka and Fukuoka, and at the Central Post Office in Tokyo. These stations may be used by anyone, but it is expected that most of the calls handled over these particular stations will be from or to Japanese Nationals, or others in Japan not authorized to place ot receive calls at the Overseas Public Stations prepaid for United States Military and Accredited Civilian personnel and for authorized Foreign Trade representatives.
d. EFM and SCM telegraph services are being authorized for a United States Army camp near Beppu, Oita Prefecture, and are being authorized for a limited period (10 March 1948 to 15 May 1948) at Wakkanai, Hokkaido, and in two post offices (Kitousu and Funadomari) on Rebun Jima to serve a scientific party with is to observe an eclipse of the sun.
4. Public offices of the Ministry of Communications authorized to accept messages and radiotelephone calls are made a matter of official record in order that surveillance may be given to the Military Payment Certificates which come into the hands of the Japanese, and to the handling of messages to and from the public offices which are named.
5. The manner of execution of surveillance carried on in connection with inclosure 1, original SCAPIN 1228, and as amended by SCAPIN 1228/1, will be equally and similarly applicable to the public offices and services named in the reference directive.
6. Command instructions pertaining to executing surveillance are being released simultaneously with this memorandum.
